Receive a list of Grant Agreements with the Federal Aviation Administration for certain airport capital improvement projects, which have been executed by the Director of Airports pursuant to delegated authority for the period through September 30, 2025.

FINANCIAL IMPACT
Approval of this item will not require the use of Discretionary General Funding (Net County Cost). The Federal Aviation Administration (FAA) grant awards accepted total $5,913,698 including $3,537,184 for the Chino (CNO) Airport Capital Improvement Projects (ACIP) Project 25-1 Reconstruct Southeast Ramp; $1,045,000 for CNO ACIP Project 25-2 Taxiway Standardization Program; $600,000 for Barstow-Daggett Airport (DAG) ACIP Project 25-1 Airport Layout Plan Update; $430,649 for DAG ACIP Project 25-2 Acquire Runway and Taxiway Edge Lights; and $300,865 for Twentynine Palms Airport ACIP Project 25-1 Runway and Taxiway Safety Area Drainage Improvements. Sufficient appropriation and revenue have been included in Airports 2025-2026 budget and will be included in future recommended budgets, if necessary.
BACKGROUND INFORMATION
On May 20, 2025 (Item No. 106), the Board of Supervisors (Board), acting on behalf of San Bernardino County (County) and County Service Area 60 - Apple Valley Airport, received a list of anticipated ACIP, at eligible airports managed by the Department of Airports (Airports). The Board also delegated authority to the Director of Airports to execute and submit FAA standard forms of pre-applications, applications, fund transfer requests, and award agreements for ACIP projects through the period ending on September 30, 2027, in an amount, per project, not to exceed the total anticipated funding from the FAA as set forth in the ACIP list. As part of that action, the Board directed the Department of Airports to provide quarterly reports listing all FAA grant agreements executed under this delegated authority.
Airports, in coordination with the FAA, are advancing certain projects on the ACIP list previously received by the Board. For the quarter ending September 30, 2025, the Airports Director has accepted the following FAA awards by executing Grant Agreements, whose award amounts are inclusive of FAA funds that have been allocated to the applicable airport for one or more years and/or transferred from other eligible County airports.

The FAA funds provided under the Grant Agreements must be used within four years of the County’s acceptance. The FAA awards are based on an updated budgeted cost for the ACIP projects, and due to the availability of additional FAA funds, the grants cover approximately 95% of the project cost. The remaining 5% will be funded by Airports, unless anticipated Caltrans Matching Grants are available.
On the November 18, 2025, agenda, two related Board items will also be presented in connection with the acceptance of the FAA Grant Agreements listed herein.
Airports will also engage the County’s Project and Facilities Management Department (PFMD) to oversee bidding and construction for the applicable ACIP projects. If any project cost exceeds the budgeted cost, Airports will return to the Board for any necessary budget adjustments.
