Recommendation
Renew Class “A” Permits for the provision of collection, transportation and disposal of refuse in portions of the unincorporated County for the period of July 1, 2020 to June 30, 2021, for the following vendors:
1. Burrtec Waste Industries
2. Burrtec Waste and Recycling Services, LLC
3. Republic Services

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the Department of Public Works - Solid Waste Management Division (SWMD) is financed by fee revenue. SWMD establishes fees that are charged to the public and other agencies for utilization of the County’s Waste Disposal System. Fees associated with the renewal of these permits will generate revenue, in the amount of $668, which will be included in the SWMD’s recommended 2020-21 budget.
BACKGROUND INFORMATION
The SWMD provides for refuse collection services within the unincorporated area of the County through private refuse haulers under the authority of a Franchise Agreement or Class “A” operating permit granted by the County pursuant to Section 33.0840 et seq. of the San Bernardino County Code. Renewal of the Class “A” Permits will allow for these services to continue. Currently the only Refuse Collection areas that have not been franchised are a portion of Permit Area 8 (areas of Joshua Tree, Wonder Valley, 29 Palms sphere) serviced by Burrtec Waste and Recycling Services, LLC and Permit Area 10 (Needles sphere, Fort Irwin, Lake Havasu, Amboy, Ludlow, Goffs) serviced by Burrtec Waste and Recycling Services, LLC, Burrtec Waste Industries, and Republic Services.
Issuance of these permits supports the goals and objectives of operating in a fiscally-responsible and business-like manner by meeting the County’s responsibility to provide for solid waste handling services and assures that residents are afforded safe and reliable refuse service. It also allows for monitoring the specific haulers’ qualifications to render refuse collection, meet insurance requirements, and ensure the hauler contact information is current.
Each hauler is required to submit a permit renewal application annually to SWMD. The applications are reviewed by SWMD staff for proof of insurance, vehicle fleet information, number of customer accounts, and company information prior to being recommended for Board of Supervisors (Board) approval. Hauler service rates are adjusted annually in accordance with the County's Refuse Rate Adjustment Policy, as modified by the Board in 1992 and can be implemented by the hauler on or after July 1st of each year. Renewal of the Class “A” Permits will authorize the haulers to continue providing refuse collection hauling services to the communities identified above for the 12-month term beginning July 1, 2020 and ending June 30, 2021.
