RECOMMENDATION(S)
Recommendation
1. Approve Campground Host Agreement template that establishes the terms and conditions for allowing temporary, part-time volunteers to perform services for the Regional Parks Department with no compensation or benefits other than a free campsite at the campground where the services are to be fulfilled.
2. Authorize the Director of Regional Parks Department to execute the Campground Host Agreement template and make any non-substantive changes to the Campground Host Agreement template, on behalf of the County, subject to review by County Counsel.

FINANCIAL IMPACT
Approval of this item does not require the use of Discretionary General Funding (Net County Cost). The agreement is for positions classified as volunteers and are not part of any San Bernardino County employee bargaining unit and receive no compensation or benefits other than a free campsite. Costs associated with finger printing and background checks have been included in the Regional Parks Department’s (Department) 2024-25 budget and will be included in all future recommended budgets.
BACKGROUND INFORMATION
Historically, the Department has had a “Volunteer Ranger” program that offered volunteers the use of park site mobile home or recreational vehicle campsites in return for services provided in the parks. On March 5, 1990 (Item No. 40), the Board of Supervisors (Board) authorized the Department to implement this program and approved the Volunteer Ranger Agreement.
Approval of the new Campground Host Agreement template, which includes the specific responsibilities of a Recreation Campground Host, will allow the Department to reinstate this valuable program that provides after-hours assistance to campers, provides for the distribution of park rules and regulations, and helps to ensure the campgrounds remain clean and maintained. In addition, the Department is requesting authorization for the Director of the Department to execute the individual agreement template on an ongoing and as-needed basis, as well as making any non-substantive changes, subject to review by County Counsel.
