Recommendation
1. Approve Contract with Seven Point, Inc. to contribute funding towards the Sheriff’s 2024 and 2025 Professional Rodeo Cowboys Association Rodeo, in the not-to-exceed amount of $10,000, for the period of September 10, 2024, through October 31, 2025.
2. Approve Contract with the Boys & Girls Club of Fontana to further support their programs and services, in the not-to-exceed amount of $10,000, for the period of September 10, 2024, through September 9, 2025.
3. Approve Contract with Newberry Springs Chamber of Commerce to further support programs and services and to assist with improvement costs, in the not-to-exceed amount of $25,000, for the period of September 10, 2024, through September 9, 2025.
4. Approve Contract with Theatre 29 to contribute funding towards facility improvements and utility and maintenance costs, in the not-to-exceed amount of $15,000, for the period of September 10, 2024, through September 9, 2025.
5. Approve Contract with The Rivers Edge Ranch to contribute funding towards their Animal Therapy Program, in the not-to-exceed amount of $100,000, for the period of September 10, 2024, through September 9, 2025.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). On September 21, 2021 (Item No. 18), November 16, 2021 (Item No. 33), February 6, 2024 (Item No. 61), and June 11 (Item No. 110), the Board of Supervisors (Board) approved an allocation of $4 million, $7 million, $6 million, and $3 million respectively, to the Board Discretionary Fund - District Specific Priorities Program (Priorities Program), for each of the five supervisorial districts for projects that meet a public purpose, and provide services to citizens that promote health, safety, economic well-being, and other public services that enhance quality of life and meet the needs of County residents. On an annual basis, unspent appropriations for discretionary funding will be carried over into the subsequent year’s budget.
Recommendation Nos. 1 and 2 will be funded by the Second District’s Priorities Program budget. Recommendation Nos. 3 and 4 will be funded by the Third District’s Priorities Program budget. Recommendation No. 5 will be funded by the First, Second, and Third District’s Priorities Program budgets.
Per County Policy 05-10, for Board discretionary funding allocations that are under $50,000, an additional 5% rate shall be applied to the cost of each allocation of Board discretionary funds to third-party entities which will be distributed to the department/agency that administers the payment of Board discretionary fund allocations to cover staffing and other administrative costs. The County Administrative Office (CAO) - Finance and Administration administers all payments of Board discretionary fund allocations. The 5% allocation to the CAO - Finance and Administration totaling $3,000 ($1,000 Second District Priorities Program and $2,000 Third District Priorities Program) for administrative costs related to Recommendation Nos. 1, 2, 3, and 4 will be processed once the Board discretionary payments are made to the third-party entities.
BACKGROUND INFORMATION
Priorities Program projects help promote the vision of a complete County by recognizing the unique traits of each Supervisorial District and, thereby, allow individual Board Districts to work with community partners through County services and contractual agreements to identify programs, projects, and initiatives that support the vision, meet a public purpose, and provide services to residents that promote health, safety, economic well-being, education, recreation, and other public services that enhance quality of life, and meet the needs of the County’s residents. Projects under the District Specific Priorities Program are based on District Supervisor discretion and are presented by the County Administrative Office for Board approval.
Seven Point, Inc. is a non-profit organization established by San Bernardino County Sheriff’s Deputies. Seven Point, Inc. organizes the annual San Bernardino County Sheriff's Professional Rodeo Cowboys Association Rodeo (Rodeo). Proceeds from the Rodeo help support their mission of aiding local youth, with donations going to the Children's Fund, Boy Scouts of America, Golden Circle of Champions, and the Big Brothers Big Sisters of America. Additionally, this event helps raise awareness and funds for crucial programs like "Tough Enough to Wear Pink," which combats breast cancer, and the "Man-up Crusade," dedicated to ending domestic violence. Recommendation No. 1 assists the Second District Supervisor with meeting the public purpose of providing for the safety, health, and social service needs of County residents by providing funding to Seven Point, Inc. for the Rodeo.
The recommended contract with the Boys & Girls Club of Fontana assists the Second District Supervisor with the public purpose of providing for the social, educational, and economic needs of County residents by providing funding to assist with operational costs for enrichment programing and services provided at the Boys & Girls Clubs of Fontana Almeria Clubhouse, South Fontana Clubhouse, Central Fontana Clubhouse, and East Fontana Clubhouse.
The Newberry Springs Chamber of Commerce (Chamber) is a nonprofit, mutual benefit corporation that was established in 1993 and is dedicated to helping the community access vital goods while fostering economic growth through community events to provide residents with enrichment activities, recreational opportunities, and small business assistance programs. Recommendation No. 3 assists the Third District Supervisor with meeting the economic and social well-being needs of County residents by providing funding to the Chamber to further support the organization’s programs and services such as the addition of new programs, continuation of their small business support programs, and other efforts to enhance tourism. The Chamber will also utilize a portion of the funds to replace the outdated cooling system in the Newberry Springs Family Center, which is utilized by the community. County residents will be served by the Chamber’s continuing efforts to ensure economic prosperity within the County.
Theatre 29 is an all-volunteer non-profit theatre arts organization that has been in operation since 1999. Theatre 29 provides the Morongo Basin with theatrical productions, special events, instruction, and a community venue to both the incorporated and unincorporated communities in the Morongo Basin. Recommendation No. 4 assists the Third District Supervisor with meeting the health, safety, education and recreational needs of County residents by contributing funding towards facility improvements and utility and maintenance payments of Theatre 29 so they may continue the Children's Musical Theatre Program, which serves 60 children per year from ages 10 to 17 years of age.
The Rivers Edge Ranch is a non-profit organization that provides services to adult men who are seeking assistance in recovering from substance use disorders. Their Animal Therapy Program (Program) has a multi-phase approach that integrates manual labor, animal-assisted therapy, service to others, and mentoring support. Recommendation No. 5 assists the First, Second, and Third District Supervisors with meeting the health, safety, and social service needs of County residents by contributing funding to support costs associated with providing the Program.
Under the Board Discretionary Fund Priority Program contract terms, the CEO, at the direction of the identified District Supervisor, may extend the term of the recommended contracts in writing, under the following conditions:
a. In aggregate all extensions do not exceed 12 calendar months;
b. Is specifically requested by the contractor;
c. Will not change the project goals or scope of services;
d. Is in the best interest of the County and contractor in performing the scope of services under the contract; and
e. Does not alter the amount of compensation under the contract.
Board discretionary funding allocations under the Priorities Program with community partners must be for projects or services of $10,000 or more as described in County Policy 05-10. Additionally, contracts that include non-profit organizations, government entities, or educational institutions are non-competitive. Contracts with community partners that include for-profit organizations are to be processed according to existing County procurement policies. Contracts with other government agencies or for-profit organizations require a matching contribution of at least 25% of the proposed projects and shall be paid on a lump-sum basis or under other terms as approved by the Board.
