RECOMMENDATION(S)

Recommendation

1.                     Approve Contract with the Apple Valley Soccer Club to contribute funding from the 2024-25 First District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget towards support of Apple Valley Soccer Club’s general operations, which includes funding for field repairs, the purchase of equipment, and/or coaching and training, in the not-to-exceed amount of $22,000, for the period of May 20, 2025, through May 19, 2026.

2.                     Approve Contract with the City of San Bernardino to contribute funding from the 2024-25 Fifth District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget towards the Newmark Ballfield Upgrade project, in the not-to-exceed amount of $569,250, for the period of May 20, 2025, through May 19, 2027.

3.                     Approve Contract with the City of San Bernardino to contribute funding from the 2024-25 Fifth District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget towards the La Plaza Park Upgrade project, in the not-to-exceed amount of $1,342,243, for the period of May 20, 2025, through May 19, 2027.

4.                     Approve Contract with San Bernardino County Sheriff's Employees' Benefit Association Charity Fund to contribute funding from the 2024-25 First District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget towards the Fallen Heroes Fund, Everyday Heroes, and Sheriff's Employees' Benefit Association Shop With a Cop programs, in the not-to-exceed amount of $26,000, for the period of May 20, 2025, through May 19, 2026.

5.                     Approve Contract with Victor Valley Wastewater Reclamation Authority to contribute funding from the 2024-25 First District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget towards a Long-term Strategic Vision Study through a consultant, in the not-to-exceed amount of $300,000, for the period of May 20, 2025, through May 19, 2026, and waive the requirement in County Policy 05-10 for a financial matching contribution of at least 25% from Victor Valley Wastewater Reclamation Authority.

6.                     Approve Contract with San Bernardino County Museum Association to contribute funding from the 2024-25 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget towards the San Bernardino County Museum Association’s 10th  and 11th annual Bucky Ball events in 2025 and 2026, in the not-to-exceed amount of $11,000, for the period of May 20, 2025, through June 30, 2026.

7.                     Approve Contract with Ontario Pro Soccer, LLC dba Empire Strykers to contribute funding from the 2024-25 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget towards complimentary 2025 Empire Strykers Youth Camps and Clinics to residents of the Second District with priority being given to foster youth and other local youth programs, in the not-to-exceed amount of $100,000, for the period of May 20, 2025, through December 31, 2025.

8.                     Approve Contract with Regional Chamber of CommerceInland Empire, Inc. to contribute funding from the 2024-25 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget towards new economic development initiatives within San Bernardino County’s Second District, in the not-to-exceed amount of $50,000, for the period of May 20, 2025, through May 19, 2026.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). On September 21, 2021 (Item No. 18), November 16, 2021 (Item No. 33), February 6, 2024 (Item No. 61), and June 11, 2024 (Item No. 110), the Board of Supervisors (Board) approved an allocation of $4 million, $7 million, $6 million, and $3 million, respectively, to the Board Discretionary Fund - District Specific Priorities Program (Priorities Program), for each of the five supervisorial districts for projects that meet a public purpose, and provide services to citizens that promote health, safety, economic well-being, and other public services that enhance quality of life and meet the needs of County residents. On an annual basis, unspent appropriations for discretionary funding will be carried over into the subsequent year’s budget.

 

The projects under Recommendation Nos. 1, 4, and 5 will be funded by the First District’s Priorities Program budget.

 

The projects under Recommendation Nos. 2 and 3 will be funded by the Fifth District’s Priorities Program budget.

 

The projects under Recommendation Nos. 6, 7, and 8 will be funded by the Second District’s Priorities Program budget.

 

BACKGROUND INFORMATION

Priorities Program projects help promote the vision of a complete County by recognizing the unique traits of each Supervisorial District and, thereby, allow individual Board Districts to work with community partners through County services and contractual agreements to identify programs, projects, and initiatives that support the vision, meet a public purpose and provide services to residents that promote health, safety, economic well-being, education, recreation, and other public services that enhance quality of life and meet the needs of the county’s residents.  Projects under the Priorities Program are based on District Supervisor discretion and are presented by the Chief Executive Officer (CEO) for Board approval.

 

Recommendation No. 1 will assist the Apple Valley Soccer Club (AVSC) by contributing funding towards  the support of AVSC’s general operations, and shall include one or more of the following: field repairs with seed and topsoil at Brewster Park in Apple Valley, the purchase of equipment, and coaching and training provided by AVSC. This contract serves the public purpose of promoting the health, safety and social service needs of residents. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.

 

Recommendation No. 2 will assist the City of San Bernardino by contributing funding towards the Newmark Ballfield Upgrade project. This project will address several deteriorating features of the park through field and fence repairs, add shade structures and concrete walkways, parking lot asphalt repair, and landscaping at the main entrance. This contract serves the public purpose of promoting the health, safety, recreational and social service needs of residents. The City of San Bernardino acknowledges and agrees that it will make a matching contribution of at least 25% of the total cost of the project per County Policy 05-10.

 

Recommendation No. 3 will assist the City of San Bernardino by contributing funding towards the La Plaza Park Upgrade project. This project will include restroom replacement, playground addition, gazebo restoration, concrete work, Americans with Disabilities Act improvements, bench replacement, trash can replacement, arch signage addition, irrigation upgrades and other related repairs at the historic La Plaza Park located at 685 Mt. Vernon Avenue in San Bernardino. This contract serves the public purpose of promoting the health, safety, recreational and social service needs of residents. The City of San Bernardino acknowledges and agrees that it will make a matching contribution of at least 25% of the total cost of the project per County Policy 05-10.

 

Recommendation No. 4 will assist San Bernardino County Sheriff's Employees' Benefit Association Charity Fund (SEBA Charity Fund) by providing funding from the First District to support the SEBA Charity Fund with three programs: Fallen Heroes Fund, Everyday Heroes Fund, and SEBA Shop With a Cop. This contract serves the public purpose of promoting the health and social service needs of residents. SEBA Charity Fund is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.

 

Recommendation No. 5 will assist Victor Valley Wastewater Reclamation Authority (VVWRA) by providing funding for VVWRA to hire a consultant to conduct a Long-term Strategic Vision Study which will help VVWRA plan its infrastructure needs over the next 50 years, including the timing of construction of new infrastructure. This contract serves the public purpose of providing for the health of county residents and assists the First District Supervisor with promoting the Countywide Vision of creating, maintaining, and growing jobs and economic value in the County, ensuring development of a well-planned, balanced, and sustainable county, and pursuing County goals and objectives by working with other agencies and stakeholders to benefit several local communities, including the cities of Victorville, Hesperia, and Apple Valley, as well as the unincorporated areas of the county. It is requested to waive VVWRA’s matching contribution of at least 25% of the cost because the County is a member entity of VVWRA, and the allocation supports planning for the needs of county residents in the unincorporated areas.

 

Recommendation No. 6 will assist the San Bernardino County Museum Association (SBCMA) by contributing funding towards costs for the SBCMA 10th annual Bucky Ball in 2025 and 11th annual Bucky Ball in 2026, where different educational and cultural exhibits are featured each year. This funding supports SBCMA by continuing to provide meaningful learning experiences to county residents. This contract serves the public purpose of promoting the education and recreational needs of residents. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.

 

Recommendation No. 7 will assist the Ontario Pro Soccer, LLC dba Empire Strykers (Empire Strykers) by contributing funding towards complimentary 2025 Empire Strykers Youth Camps and Clinics (Soccer Camps) to residents of the Second District with priority being given to foster youth and other local youth programs. This contract serves the public purpose of promoting the health and social service needs of residents and directly aligns with the County’s goals of promoting youth wellness, community engagement, and access to recreational opportunities in underserved areas. These Soccer Camps, hosted by professional soccer players and operated at no cost to families, represent a unique public-private partnership that leverages County discretionary funds to provide meaningful, high-impact programming. Empire Strykers acknowledges and agrees that it will work with corporate partners to provide an in-kind matching contribution of at least 25% of the total cost of the project, per County Policy 05-10, including shoes, refreshments, and equipment.

 

Recommendation No. 8 will assist the Regional Chamber of CommerceInland Empire, Inc. by contributing funding towards new economic development initiatives within San Bernardino County’s Second District to launch and expand business outreach initiatives to engage small and minority-owned enterprises; host targeted economic development forums and workshops within Second District cities and unincorporated areas; and promote workforce readiness by partnering with local employers and educational institutions. This contract serves the public purpose of creating, maintaining and growing jobs and economic value in the County as well as providing for the economic and social service needs of County residents. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.

 

Under the Board Discretionary Fund Priorities Program contract terms, the CEO, at the direction of the identified Supervisor, may extend the terms of the contracts, in writing, under the following conditions: 

 

a.                     In aggregate, all extensions do not exceed 12 calendar months;

b.                     Is specifically requested by the contractor;

c.                     Will not change the project goals or scope of services;

d.                     Is in the best interest of the County and contractor in performing the scope of services under the contract; and

e.                     Does not alter the amount of compensation under the contract.

 

Board discretionary funding allocations under the Priorities Program with community partners must be for projects or services of $10,000 or more as described in County Policy 05-10.  Additionally, contracts that include non-profit organizations, government entities, or educational institutions are non-competitive. Contracts with community partners that include for-profit organizations are to be processed according to existing County procurement policies.  Contracts with other government agencies or for-profit organizations require a matching contribution of at least 25% of the proposed projects.  All contracts shall be paid on a lump-sum basis or under other terms as approved by the Board.
