Recommendation

Approve Amendment No. 1 to Revenue Contract No. 24-274 (State Revenue Agreement No. HI-2425-20) with the California Department of Aging to provide Health Insurance Counseling and Advocacy Program services, updating Exhibit B - Budget Detail, Payment Provisions, and Closeout, updating Exhibit B, Attachment 1 - Budget Display and Exhibit B, Article IV, and increasing the contract amount by $9,769, from $423,645 to a total contract amount of $433,414, with no change to the contract period of April 1, 2024 through March 31, 2025.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The additional funds, in the amount of $9,769, for the Health Insurance Counseling and Advocacy Program (HICAP) services are 100% federally funded and reflect an increase by the Administration for Community Living for 2023 State Health Insurance Assistance Program (SHIP) federal grant funds.  Adequate appropriation and revenue were included in the Department of Aging and Adult Services’ (DAAS) 2023-24 budget and are included in the 2024-25 budget.

 

BACKGROUND INFORMATION

The recommended amendment will allow DAAS to continue to provide HICAP services for Medicare beneficiaries and community education throughout the county.  HICAP provides free and objective public information, education, and counseling assistance to Medicare beneficiaries seeking options and information relating to medical insurance coverage.  HICAP provides confidential one-on-one counseling to individuals and their representatives regarding Medicare options, benefits, and costs.  HICAP also provides application assistance services for the Medicare Savings Program and Low-Income Subsidy.  HICAP is the primary local source for assistance with Medicare benefits, prescription drug plans, and health plans.

 

The California Department of Aging (CDA) administers programs that serve older adults, individuals with disabilities, family caregivers, and residents in long-term care facilities throughout the state.  The CDA has provided funding through revenue contracts with local Area Agencies on Aging to help older adults and individuals with disabilities live independently, promote healthy aging, and assist family members in their caregiving role since 1998. 

 

On March 26, 2024 (Item No. 8), the Board of Supervisors approved annual Revenue Contract No. 24-274 (State Revenue Agreement No. HI-2425-20) with the California Department of Aging to provide Health Insurance Counseling and Advocacy Program services, in the amount of $423,645, for the period of April 1, 2024 through March 31, 2025.

 

Approval of the recommended amendment will increase SHIP funds for marketing purposes to further attract targeted populations of rural, low income consumers.  No direct services will be provided with this funding.
