Recommendation

Approve contracts with the following vendors, each in an amount not to exceed $2,000,000, to provide on-call professional special inspections and material testing services on an as-needed basis, effective June 18, 2025 through May 22, 2028:

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The on-call professional services, such as special inspection and material testing for numerous current and future Capital Improvement Program (CIP) projects at Arrowhead Regional Medical Center (ARMC), are fully funded within the individual project budgets, as approved by the Board of Supervisors (Board). If approved, these agreements will support a variety of CIP projects with funding from various departmental sources.

 

BACKGROUND INFORMATION

Since its inception in July 2005, the on-call consultant process has provided expert services for numerous CIP projects. The availability of on-call services allows the Project and Facilities Management Department (PFMD) to accelerate the selection of design, engineering, or construction related professional services, resulting in valuable savings of time and cost in the overall design/construction timeline, thereby improving the delivery of much needed projects.

 

This category of on-call professional service contracts is a result of revised Policy Intent Notice (PIN) 58, implementing the Office of Statewide Health Planning and Development (OSHPD) Preapproved Agency for tests and special inspections set forth by the Department of Healthcare Access and Information (HCAI). Approval of the four on-call special inspection and material testing agreements will allow PFMD to adhere to the requirements of PIN 58.

 

The project services of $200,000 or less will be assigned by direct selection, and project services in excess of $200,000 will be selected following submission of project proposals and evaluation of submittals from on call consultants for the category of special inspection and material testing. Selection may be made on a lowest price basis where required by the funding source.

 

PROCUREMENT

On February 28, 2025, Request for Proposals (RFP) No. ANE125-AE-5782 was released through the County’s electronic procurement network to solicit proposals for on-call Special Inspection and Material Testing professional services.

 

A selection committee, comprised of personnel from PFMD, was established to review the responses according to the RFP selection criteria and County Policies 11-04, 11-04SP1 and 11-04SP3. Proposals were graded by the committee using the following criteria:

                     Responsiveness to the RFP

                     Professional reputation of firm

                     Experience with providing requested services to public agencies

                     Experience with publicly bid projects

                     Adequacy of staff/sub-consultants

                     Satisfaction of current/past clients

                     Proven experience in meeting schedules

Denial of Award and Notice of Intent to Award (NOIA) letters were mailed via the United States Postal Service, the week of April 28, 2025. Proposers had 10 calendar days, from the date of issuance of the NOIA, to submit a formal protest in writing to the Purchasing Department. No protests were received.

 

After completion of the evaluation and ranking of the proposal responses, PFMD is recommending award of on-call professional services agreements to four firms, detailed in the recommendation, each for a term of June 18, 2025, through May 22, 2028, to provide special inspection and material testing professional services for CIP projects at ARMC on an as-needed/as-requested basis.
