Recommendation

Approve Amendment No. 1, effective October 8, 2019, to Contract No. 19-270 with The Chance Project for services under the State of California Homeless Emergency Aid Program, adding housing navigation services in the mountain areas, increasing the total contract amount by $27,145, from $1,400,000 to $1,427,145, with no change to the total contract period of April 30, 2019 through June 30, 2021.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The navigation services will be funded through the United States Department of Housing and Urban Development Planning Project funds.  Adequate appropriation and revenue have been included in the Community Development and Housing Agency, Office of Homeless Services (OHS) and Homeless Emergency Aid Program (HEAP) 2019-20 budgets (6210001000 and 6210002500) and will be included in the 2020-21 recommended budgets. 

 

BACKGROUND INFORMATION

On April 30, 2019 (Item No. 88), The Chance Project was awarded $1.4 million of HEAP funding.  The Chance Project utilizes HEAP funds to provide activities through collaboration with multiple partner organizations countywide.  Those HEAP activities include prevention services, navigation services, case management, housing vouchers, eviction prevention strategies, and rapid re-housing programs.  Under the terms of the recommended contract amendment, an additional $27,145 of Housing and Urban Development Planning Project funds will be added to The Chance Project to provide a dedicated resource to assist in providing case management and housing navigation services in the mountain communities to individuals and families who are homeless or at imminent risk of homelessness.  The Chance Project will submit monthly invoicing for processing.

 

Additional housing navigation services are necessary to address a lack of access to County resources and services available in the mountain region.  Under the recommended contract amendment, the dedicated resource will provide intake services and referrals for homeless individuals and families, and act as a liaison to social service agencies, non-profit organizations and churches. 

 

OHS will continue to monitor contractor performance on a regular basis to ensure compliance standards are met. 

 

PROCUREMENT

On April 30, 2019 (Item No. 88), as a result of a competitive process conducted in 2018, the Board of Supervisors approved Contract No. 19-270 with The Chance Project to provide services under the State of California HEAP, in the amount of $1,400,000, for the period of April 30, 2019 through June 30, 2021.
