RECOMMENDATION(S)

Recommendation

1.                     Approve and authorize the submission of a combined grant application to the United States Department of Health and Human Services, Administration for Children and Families, in the amount of $58,467,080 to continue funding for the Head Start, Early Head Start, and Early Head Start - Child Care Partnership Programs, for the period of July 1, 2022 through June 30, 2023.

2.                     Designate the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of Preschool Services Department to execute and submit any subsequent non-substantive application documents required to receive the grant awards, on behalf of the County, subject to review by County Counsel.

3.                     Direct the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of Preschool Services Department to transmit all non-substantive documents in relation to this combined grant application to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact discretionary general funding (Net County Cost). The combined application amount of $58,467,080 to the United States Department of Health and Human Services, Administration for Children and Families (ACF) for the Head Start, Early Head Start, and Early Head Start - Child Care Partnership (EHS-CCP) Programs requires a 20% non-federal match of the total program cost, which equates to 25% of the grant amount requested. The Preschool Services Department (PSD) will meet the non-federal match requirement through non-federal share donations of goods, services, volunteerism, and reduced rates for goods and services.

BACKGROUND INFORMATION

PSD will use the Head Start, Early Head Start, and EHS-CCP Program grant funds to continue providing comprehensive, developmental, and preschool educational services to approximately 3,244 Head Start Program eligible children and their families, 508 Early Head Start Program eligible infants, toddlers, pregnant women, and their families, and 146 EHS-CCP Program eligible infants, toddlers, and their families through direct services and/or through collaborative partnerships with agencies countywide. The combined grant application is due to ACF by April 1, 2022.

 

PSD is required to submit the annual renewal of the grant application to ACF for continued participation in the Head Start, Early Head Start, and EHS-CCP Programs. The Head Start, Early Head Start and EHS-CCP Programs provide comprehensive developmental and educational services for children ages 0 - 5 and their families at 38 PSD Head Start centers located throughout San Bernardino County. Services include health, nutrition, and Family Comprehensive Social Services, to include developmental and behavioral screenings, with the overall goal of increasing the school readiness of young children in and moving economically disadvantaged families towards self-sufficiency.

 

The application request includes:

                     Head Start Program funding in the amount of $47,288,563, which includes $46,752,605 for basic operations and $535,958 for Training and Technical Assistance. The $46,752,605 for Head Start program operations will serve approximately 3,244 eligible children, at an estimated cost of $14,412 per child.

                     Early Head Start Program funding in the amount of $9,130,769, which includes $8,956,728 for basic program operations and $174,041 for Training and Technical Assistance. The $8,956,728 for Early Head Start program operations will serve approximately 508 eligible EHS children, at an estimated cost of $17,631 per child.

                     EHS-CCP Program funding in the amount of $2,047,748, which includes $2,003,808 for program operations and $43,940 for Training and Technical Assistance. The $2,003,808 for EHS-CCP program operations will serve approximately 146 eligible children, at an estimated cost of $13,725 per child.
