Approve Revenue Contract with The Place4Grace in an amount not to exceed $125,373, for the period of August 1, 2020 through July 31, 2023, for the provision of Parent and Child Connection Program rehabilitative services for County inmates at County detention facilities.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Place4Grace (P4G) will reimburse the Sheriff/Coroner/Public Administrator (Department) an amount not to exceed $125,373 for personnel costs as listed in Attachment A. Sufficient appropriation and revenue are included in the Department’s 2020-21 budget.
BACKGROUND INFORMATION
The Department provides adult educational, vocational, and psychological programs for inmates at its four detention facilities (Central Detention Center, Glen Helen Rehabilitation Center, High Desert Detention Center, and West Valley Detention Center) with the goal of changing the participant’s criminal behavior so they can become more productive citizens, reduce recidivism, and contribute to their successful reintegration into the community.
P4G provides a literacy program based on the reading and audio recording of books by incarcerated individuals that are then mailed to their children between the ages of 0-5 years old, to help build and maintain family relationships. P4G received a grant from First 5 San Bernardino under its “Parent and Child Connection” project to expand its literacy program to detention facilities in the County. The curriculum is designed to meet the needs of incarcerated individuals to further enhance the Department’s goal of assisting them to reintegrate into and become contributing members of the community. The service will be provided by P4G in coordination with the Sheriff’s Inmate Services Unit located at each of the four County detention facilities.
The proposed contract provides the Department reimbursement in an amount not to exceed $125,373 for the personnel cost to administer and facilitate the program during the term of the agreement, from August 1, 2020 through July 31, 2023. The contract provides termination by either party with a 30-day advance written notice of termination of all, or part, of the services described therein.
