RECOMMENDATION(S)
Recommendation
1. Approve the following addenda to the bid documents for the Arrowhead Regional Medical Center PA System Upgrade project:
a. Addendum No. 1, dated October 27, 2025, to the bid documents, which revised the bid opening date.
b. Addendum No. 2, dated October 29, 2025, to the bid documents, which provided answers to pre-bid questions, and modified plans and specification documents.
2. Find the bid proposal from CDG Builders, Inc. to be nonresponsive for failing to include the Non-Collusion Declaration as required by the bid documents.
3. Award Construction Contract in the amount of $1,886,385, to Healthcare Design and Construction, LLC, for a contract period of 420 calendar days, from the date of the issuance of the Notice to Proceed, for the Arrowhead Regional Medical Center PA System Upgrade project in Colton.
4. Authorize the Director of the Project and Facilities Management Department to order any necessary changes or additions in the work being performed under the contract, for a total not to exceed $106,819.25 pursuant to Public Contract Code section 20142.
5. Authorize the Director of the Project and Facilities Management Department to accept the work when 100% complete and execute and file the Notice of Completion.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).
The proposed contract award to Healthcare Design and Construction, LLC in the amount of $1,886,385 will be funded by the Arrowhead Regional Medical Center (ARMC) PA System Upgrade project (Project) (WBSE 10.10.0839) budget of $4,641,473. The Project is funded by State Medi Cal, Federal Medicare, private insurance reimbursements, and other departmental revenues. Funding sources may change in the future depending on legislative activity related to the repeal or replacement of the Affordable Care Act. Sufficient appropriation and revenue are included in the 2025-26 Capital Improvement Program budget as approved by the Board of Supervisors (Board) on June 10, 2025 (Item No. 136).

BACKGROUND INFORMATION
The recommended action will award a construction contract to Healthcare Design & Construction, LLC for the ARMC PA System Upgrade Project in Colton. The project will replace the aging hospital public address system, including amplifiers, paging servers, microphones, and speakers, to ensure continued reliable communication throughout the facility.
On June 16, 2025, pursuant to County Policy 11-15, the Chief Executive Officer determined that this Project, involving the replacement and upgrade of existing PA systems with no expansion of use, is categorically exempt from the California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15301(a) for existing facilities. No further environmental review is required.
This Project is consistent with County Administrative Office (CAO) approved Capital Improvement Program Request No. 19-134
PROCUREMENT
On June 16, 2025, the Chief Executive Officer, pursuant to County Policy 11-15, authorized the Project and Facilities Management Department (PFMD) to advertise the Project for competitive bids. PFMD advertised the Project in the San Bernardino Sun, six plan rooms, and the County’s Electronic Procurement Network (ePro) under Request for Proposals No. ANE223-ANE2C-6046 on September 3, 2025. A mandatory job walk was held on September 17, 2025, and was attended by fourteen contractors.
The following addenda were issued:
1. Addendum No. 1, dated October 27, 2025, revised the bid opening date to November 12, 2025.
2. Addendum No. 2, dated October 29, 2025, provided responses to bidder inquiries for the Project.

CDG Builders, Inc. failed to submit the Non-Collusion Declaration as required by the bid documents. A notice informing CDG Builders, Inc. of this was signed and mailed on November 19, 2025. CDG Builders, Inc. did not file a protest. PFMD recommends the Board find CDG Builders, Inc.’s bid to be non-responsive.
PFMD recommends the Board award the construction contract to Healthcare Design and Construction, LLC, the lowest responsive and responsible bidder.
