Recommendation
Approve Amendment No. 1 to Agreement No. 22-781 with Chicago-Soft, Ltd., for enterprise server software, maintenance, and support, increasing the agreement amount by $10,760, from $29,871 to $40,631, and extending the agreement by one year, for a total period of September 22, 2022 through September 21, 2026.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). ITD’s operating costs are recovered via service rates approved annually by the Board of Supervisors (Board). The total prepaid annual cost for this amendment for enterprise server software, maintenance, and support is $10,760. The cost for Agreement No. 22-781 (Agreement) is included in the Innovation and Technology Department’s (ITD) Computer Operations 2025-26 budget.
BACKGROUND INFORMATION
The ITD Enterprise Infrastructure Division manages the enterprise server, also referred to as the mainframe, which is used to run critical County department applications, such as the Jail Information Management System, the Juvenile Network, the Property Information Management System, the Tax Collector Systems, and the Treasurer System. ITD utilizes Multiple Virtual Storage (MVS) QuickRef software to help diagnose error codes when troubleshooting issues on the enterprise server. The Agreement with Chicago-Soft, Ltd. (CSL) is required to use MVS QuickRef software and to receive maintenance and support of the software. Amendment No. 1 (Amendment) to the Agreement includes a new addendum to add the cost of $10,760 for the additional year of the Agreement.
On August 23, 2022, (Item No. 30) the Board approved Agreement No. 22-781, including non-standard terms, with CSL, for enterprise server software, maintenance, and support for $29,871 for the period of September 22, 2022, through September 21, 2025.
ITD recommends approval of the Amendment to the Agreement with CSL for the continued use of the MVS QuickRef software, including future updates and patches related to security and performance issues to ensure County applications on the enterprise server perform as needed.
PROCUREMENT
CSL is the only company that provides the MVS QuickRef support for their proprietary software and there is no alternative that matches its functionality. Additionally, CSL owns the product's source code, and no other vendor is authorized to provide maintenance or support. The Purchasing Department concurs with ITD’s non-competitive justification in accordance with County Policy 11-04.
