RECOMMENDATION(S)

Recommendation

1.                     Approve the submission of an application to the State of California Department of Parks and Recreation, Division of Boating and Waterways, Boating Safety and Enforcement Financial Aid Program, in the amount of $1,100,588, for patrol operations at the Colorado River, for the period of July 1, 2025 through June 30, 2026.

2.                     Authorize the Chair of the Board of Supervisors to sign the application to the State of California Department of Parks and Recreation, Division of Boating and Waterways, Boating Safety and Enforcement Financial Aid Program, as required by the State of California Department of Parks and Recreation, in the amount of $1,100,588, for patrol operations at the Colorado River, for the period of July 1, 2025 through June 30, 2026.

3.                     Adopt Resolution, as required by the State of California Department of Parks and Recreation, Division of Boating and Waterways, authorizing the Sheriff/Coroner/Public Administrator to apply for funding and participate in the Boating Safety and Enforcement Financial Aid Program for patrol operations at the Colorado River, for the period of July 1, 2025 through June 30, 2026.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost).  The required Resolution is non-financial in nature and will be submitted by the Sheriff/Coroner/Public Administrator (Department) with the application to the State of California Department of Parks and Recreation, Division of Boating and Waterways (DBW), Boating Safety and Enforcement Financial Aid Program (Program) in the amount of $1,100,588. If the application is approved, the Department will return to the Board of Supervisors (Board) for acceptance of the award and to request budget adjustments, if necessary. No matching funds are required.

 

BACKGROUND INFORMATION

The Department operates and maintains the necessary equipment and personnel at the Colorado River to provide enforcement of boating regulations, assistance to boaters in distress, and search and rescue operations.  The Department coordinates with the Mohave County (Arizona) Sheriff’s Department to provide regular boat patrols, as well as periodic task forces to enforce boating under the influence statutes.  These services on state waterways are provided per Section 663.7 of the Harbors and Navigation Code.

 

Through its Program, DBW provides funding for the expansion of boating operations on state waterways.  This is the 27th year that the County will be applying for funding under this program.

 

Approval of Recommendation Nos. 1 and 2, and adoption of the Resolution listed in Recommendation No. 3, will allow the Department to comply with the State’s funding application requirements and participation in the Program as listed in the California Code of Regulations, Title 14, § 6593.4.
