Recommendation
Approve Revenue Lease Agreement with Mike Raahauge’s Shooting Enterprise, Inc. for the use of a portion of Prado Regional Park, located in the city of Chino, California for storage and the housing of shipping containers for a three year term commencing October 9, 2019 and expiring October 8, 2022, in which the County will receive lease fees totaling $5,400 during this period. (Four votes required).

FINANCIAL IMPACT
Approval of this Revenue Lease Agreement (Agreement) will not result in the use of additional Discretionary General Funding (Net County Cost). Under this Agreement, Mike Raahauge’s Shooting Enterprise, Inc. (Leasee), will pay the Regional Parks Department (Department) a monthly lease fee of one-hundred and fifty dollars ($150.00) for the term of this Agreement to utilize approximately one acre of parcel [Assessor Parcel Number 1057-221-21] at Prado Regional Park.
The Leasee will also submit a $300 security deposit prior to the commencement of the Agreement to secure compliance with lease terms. Adequate appropriation and revenue has been included in the Department’s 2019-20 budget and will be included in subsequent recommended budgets throughout the life of the Agreement.
BACKGROUND INFORMATION
The Department operates and maintains nine regional parks including Prado Regional Park (Park), located in the City of Chino, and provides for the rental of park property through Board approved fees. The recommended Agreement between the Department and Leasee allows for a three year term commencing upon Board approval. Approval of this item will allow the Department to collect $1,800 annually for the lease of this portion of the Park that is currently unoccupied and not being utilized by Park staff, guests or any other concessions. The Leasee will utilize this property for the storage of non-motorized watercraft, all-terrain vehicles (ATVs) and duck hunting gear, excluding any type of firearm or ammunition.
Approval of this Agreement aligns with the County and Chief Executive Officer Goal and Objective to Operate in a Fiscally-Responsible and Business-Like Manner by allowing the Department to leverage its amenities and land to raise revenue to support park maintenance and development.
