RECOMMENDATION(S)
Recommendation
1. Certify to the California Department of Transportation that there are 2,560.1 miles of road in the County Maintained Road System as of April 30, 2021.
2. Adopt resolution affirming that all County of San Bernardino roads listed in the Record of County Highways as of April 30, 2021, are necessary to the public convenience and are included in the County Maintained Road System.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The minor administrative costs to update Department of Public Works (Department) records will be funded by Gas Tax Revenue. Sufficient appropriation is included in the Department’s 2020-21 Road Operations budget.
BACKGROUND INFORMATION
Section 2121 of the Streets and Highways Code requires that each County submit to the California Department of Transportation (Caltrans) on an annual basis any additions to, or deletions from, the road mileage in the County Maintained Road System (CMRS). Caltrans will then either approve or disapprove the mileage changes and certify the approved mileage to the State Controller. The Department is certifying to Caltrans that there are 2,560.1 miles of road in the CMRS as of April 30, 2021. The resolution affirms that all County of San Bernardino roads listed in the Record of County Highways as of April 30, 2021, are necessary to the public convenience and are included in the CMRS.
By certifying the roads in the CMRS, the County is able to utilize Gas Tax revenue on CMRS roadways and remains eligible to receive state and federal funds by being in compliance with state laws.
Between May 1, 2020 and April 30, 2021, there was an overall increase of 9.20 miles to the CMRS. This increase was the net result of the following per Exhibit “A”:
• Decrease of 2.34 miles due to the relinquishment of CMRS roads or portions of roads into other jurisdictions.
• Increase of 12.14 miles due to the acceptance of roads or portions of roads into the CMRS.
• Net decrease of 0.60 miles for mileage adjustments on CMRS roads based on updated measurements, database validation, and improvements.
• Adjustments are administrative actions by the Department that reflect new measurements of current roadway limits.
