Recommendation

Approve Amendment No. 1 to non-financial Memorandum of Understanding, Contract No. 23-185, with Loma Linda University Children’s Hospital, to provide mental health services for Children and Family Services’ youth and children at the jointly operated Children’s Assessment Center, extending the contract period by two years, for a total contract period of March 14, 2023 through March 13, 2028.

FINANCIAL IMPACT

The Memorandum of Understanding, Contract No. 23-185, (MOU) with Loma Linda University Children’s Hospital (LLUCH), at the jointly operated Children’s Assessment Center (CAC), is non-financial in nature; therefore, it does not impact Discretionary General Funding (Net County Cost). 

 

BACKGROUND INFORMATION

In 1994, San Bernardino County (County) and LLUCH, established the CAC as a public-private endeavor.  The CAC provides medical and forensic services to examine and diagnose children of suspected sexual and/or physical abuse.  Although originally structured to provide services to child victims of sexual abuse, the CAC has evolved to include exams and interviews for children throughout the county who have suffered physical abuse and/or neglect as well as children who witnessed violent crimes.

 

Since 1994, the County has worked cooperatively with local law enforcement agencies and other child protection agencies to provide these needed services.  The County departments and external agencies who partner with the CAC include, but are not limited to, the Sheriff’s Department, District Attorney’s Office, Department of Behavioral Health (DBH), 13 local law enforcement agencies, two military bases, Family Court Services, and the Superior Court of California, County of San Bernardino.

 

DBH provides specialty mental health services (MHS) to all eligible persons who meet medical necessity criteria as defined in the California Code of Regulations, Title IX, Division 1 - State Department of Mental Health.  Based on these guidelines, many children are ineligible for DBH MHS, which leaves them in need of these services.  The MOU allows LLUCH to work with CFS through the CAC to provide MHS for youth who do not meet medical necessity criteria as required by DBH.  LLUCH MHS will allow for immediate crisis intervention to youth who receive services from CAC.  LLUCH will provide ongoing MHS for the children of suspected sexual and/or physical abuse who are pending a transfer of care to appropriate DBH providers.

 

On March 14, 2023 (Item No. 11), the Board of Supervisors approved the MOU with LLUCH to provide MHS for CFS’ youth and children at the jointly operated CAC, for the term of March 14, 2023 through March 13, 2026.

 

The recommended Amendment No. 1 will exercise the option to extend the MOU with LLUCH for two additional years from March 14, 2026 through March 13, 2028 to allow CAC to provide needed MHS to CFS youth and children throughout the county.

 

LLUCH’s performance will be monitored by review of monthly reports to ensure compliance with the administrative and program requirements of the MOU.  The Amended MOU may be terminated without cause by the County with 30 days’ written notice.
