Recommendation
Approve Agreement with Imperial Parking (U.S.), LLC dba REEF, for parking management and valet services at 400 North Pepper Avenue in Colton for Arrowhead Regional Medical Center for a total cost not to exceed $2,100,450, for a total contract period of October 1, 2021 through September 30, 2026.

FINANCIAL IMPACT
Approval of the item will not result in the use of Discretionary General Funding (Net County Cost). The total cost of these parking management services in the not to exceed amount of $2,100,450 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Sufficient appropriation and revenue are included in the Arrowhead Regional Medical Center (ARMC) 2021-22 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Under the recommended Agreement, Imperial Parking (U.S.), LLC dba REEF (REEF) will provide professional parking management and valet services for the patient and visitor parking lots (Lots 4 and 5) at ARMC’s main campus in Colton.
Over the past several years, ARMC has seen a significant increase in the number of patients served, which can cause parking at the campus to become full, thus making parking management a priority. It is anticipated that parking management services will alleviate the situation by using onsite valet parking until such time as other viable options are available.
This Agreement will afford ARMC’s patients and visitors with no cost valet parking services as a solution to parking needs, especially at times when there is limited parking availability. Valet parking will be available at the main hospital entrance and at the clinic entrance for patients and visitors at no cost Monday through Friday from 7:00 a.m. - 5:00 p.m., excluding holidays, but may be adjusted by County as needed. REEF will provide trained staff, equipment, supplies, and signage for the valet services, drop-off and retrieval services, and manage the flow of traffic to avoid backup.
It is anticipated that there will be approximately 250 vehicles daily that will be handled through the valet parking service.
The County will have the right to terminate for convenience on 30 days’ notice and REEF will have the right to terminate for convenience on 90 days’ notice.
PROCUREMENT
The Request for Proposal (RFP) No. ARMC120-ARMC-3857 was approved by the County Administrative Office on September 4, 2020, for a parking management and valet service and was released through the County of San Bernardino’s Electronic Procurement (ePro) network. All proposers participated in an on-site job walk on September 10, 2020. Proposals were due from vendors on October 2, 2020, and vendor presentations took place between October 5 through October 16, 2020.
Four companies submitted proposals in response to the RFP. The company names and their locations are as follows:

Evaluation of the proposals was completed by a committee comprised of representatives from ARMC Hospital Administration, Accounting, Security, Facilities Management, Information Management, and Employee Safety. All proposals were evaluated based on the following criteria: qualifications and experience, financial review, technical review, cost, and references. The evaluation committee determined that REEF best met the needs of the County.
On October 21, 2020, the other proposers were notified in writing that they were not the recommended proposer for contract award and no protests were received.
