Recommendation
Approve Amendment No. 4 to Contract No. 14-857 with Biggs Cardosa Associates, Inc., increasing the contract amount by $170,000, from $2,372,211 to $2,542,211, to provide additional funds to complete the environmental permits and drainage design services, and incorporating all applicable required California Department of Transportation terms and conditions for the bridge replacement project on Glen Helen Parkway over Cajon Wash in the Devore area, with no change to the term of October 21, 2014 through December 30, 2027.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Department of Public Works (Department) is funded by Gas Tax revenue, fees, and other federal, state and local funding. Costs associated with the Glen Helen Parkway Bridge over Cajon Wash in the Devore Area (Project) are funded by the Federal Highway Bridge Program at 88.53% ($2,250,619), and the County match of 11.47% ($291,592) is funded with Discretionary General Funding allocated in the Department’s 2015-16 Road Operations budget. Sufficient appropriation and revenue are included in the Department’s 2024-25 Road Operations budget (6650002000 11H14646).
BACKGROUND INFORMATION
Project improvements include construction of a four-lane bridge over Cajon Wash that will connect to the existing grade separation crossing the Union Pacific and Burlington Northern Santa Fe railroad lines. The Department is continuing to work with the California Department of Transportation (Caltrans) to certify the right-of-way and is also working with various environmental regulatory agencies to renew and obtain regulatory permits.
On October 21, 2014 (Item No. 35), the Board of Supervisors (Board) approved Contract No. 14-857 with Biggs Cardosa Associates, Inc. (BCA), in the amount of $1,599,963, for an initial term of October 21, 2014 through December 30, 2017, to provide professional engineering and environmental services for the Project.
On December 5, 2017 (Item No. 44), the Board approved Amendment No.1 to Contract No. 14-857, extending the term of the contract to December 30, 2020, with no change in the contact amount.
On December 15, 2020 (Item No. 58), the Board approved Amendment No. 2 to Contract No. 14-857, extending the term of the contract to December 30, 2023, for delays associated with the right-of-way and United States Army Corps Section 408 approval and increasing the contract amount by $210,378, from $1,599,963 to $1,810,341.
On February 28, 2023 (Item No. 53), the Board approved Amendment No. 3 to Contract No. 14-857 with BCA, in the amount of $561,870, from $1,810,341 to $2,372,211, to provide additional funds to update the design, environmental documents and complete the right of way certification services, extending the contract term date from December 30, 2023 to December 30, 2027, and incorporating all applicable required Caltrans terms and conditions for the Project.
Approval of this item will update the existing scope of services and cost proposal, as shown in Exhibits A-4 and B-4 attached to Amendment No. 4, to provide more specific detail and expanded scope regarding the following tasks:
1. Update the design plans and specifications per Caltrans 2023 standards.
2. Complete environmental requirements and address impacted vendor comments for final design.
In addition, the Amendment updates the project schedule (Exhibit C-4) as both the Department and BCA agree that additional time is necessary to complete these services. The Department anticipates returning to the Board for consideration and approval of several further items prior to the commencement of construction, including right-of-way acquisitions, Caltrans High Cost Bridge Project Agreement, approval of Project plans, specifications, and advertisement and award of the construction contract. The Department anticipates to then begin construction in Winter 2024/2025, with an anticipated completion date of Winter 2026/2027.
The Project meets the County and the Chief Executive Officer’s goals and objectives to ensure development of a well-planned, balanced and sustainable County and by providing for the safety, health and social services needs of county residents by improving Glen Helen Parkway.
