Recommendation

Approve non-financial Memorandum of Understanding with AMCAL Las Terrazas Fund, L.P. outlining the roles and responsibilities for the provision of case management and specialty mental health and substance use disorder supportive services at Las Terrazas Apartments, an affordable housing development, for the period of March 29, 2022 to March 29, 2042.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The Department of Behavioral Health’s (DBH) commitment in this non-financial Memorandum of Understanding (MOU) is to provide case management and supportive services to clients residing in 12 No Place Like Home (NPLH) units at Las Terrazas Apartments.  Supportive services are funded by DBH’s existing Mental Health Services Act (MHSA) Community Services and Supports allocations.   Adequate appropriation and revenue have been included in DBH’s 2021-22 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

DBH is responsible for providing specialty mental health and/or substance use disorder services to San Bernardino County residents with the goal of promoting prevention, intervention, recovery, and resiliency for individuals and families.  The recommended MOU outlines the collaborative efforts between AMCAL Las Terrazas Fund, L.P (AMCAL), the developer, and DBH regarding the provision of case management and specialty mental health and substance use disorder supportive services to eligible clients residing in 12 NPLH units at Las Terrazas Apartments, a 112-unit development in Colton.  Las Terrazas Apartments construction is scheduled to be completed in April 2022.

 

The NPLH Housing Program provides funding for Permanent Supportive Housing for individuals with mental illness who are homeless or at risk of homelessness.  Permanent Supportive Housing is affordable housing with no limit on length of stay and is linked to on-site and off-site supportive services.  Supportive services must help the eligible tenant retain housing, support recovery and resiliency, and help maximize the ability to live and work in the community.  DBH is responsible for providing the required supportive services.

 

Las Terrazas will work with DBH and the County Coordinated Entry System (CES) to fill the 12 NPLH units.  CES is a powerful tool designed to ensure that homeless persons and persons at risk of homelessness are matched, as quickly as possible, with the intervention that will efficiently and effectively end their homelessness. 

 

PROCUREMENT

On December 10, 2019 (Item No. 11), the Community Development and Housing Department presented and gained authorization from the Board of Supervisors (Board) for the collaboration between the County and AMCAL for the development of 112 affordable housing units at the Las Terrazas Housing Project under the California Department of Housing and Community Development NPLH funding program, in the amount of $11,541,000.  The Board’s approval of this collaboration included DBH’s commitment to provide supportive services to tenants residing in the project’s 12 NPLH units.
