Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District, approve Amendment No. 8, effective July 1, 2024, to Revenue Agreement No. 18-397 with the City of Adelanto, increasing the annual compensation amount by $23,130, from $6,204,801 to $6,227,931, for fiscal year 2024-25, to compensate the San Bernardino County Fire Protection District for its costs of providing fire protection and emergency medical services to the City of Adelanto, with no change to the contract term of July 1, 2018, through June 30, 2028.

FINANCIAL IMPACT

Approval of Amendment No. 8 (Amendment) to Revenue Agreement No. 18-397 (Agreement) will not result in the use of Discretionary General Funding (Net County Cost) as this is a revenue contract.  The City of Adelanto (City) is compensating San Bernardino County Fire Protection District (SBCFPD) for the cost of providing services in accordance with the terms of the Agreement.  The increase in annual compensation to SBCFPD from this Amendment is $23,130, for total revenue in 2024-25 of $6,227,931.  Sufficient revenue and appropriation for this Agreement are included in SBCFPD’s 2024-25 budget and will be included in future recommended budgets as appropriate.

 

BACKGROUND INFORMATION

On June 26, 2018 (Item No. 79), the Board of Directors (Board) approved the Agreement allowing SBCFPD to provide fire protection and emergency medical services to the City for the initial contract amount of $4,470,155.  The term of the Agreement is for ten years, beginning July 1, 2018, and ending June 30, 2028. The compensation amount for providing services is adjusted annually based on various factors and in accordance with Section 3.B. of the Agreement.

 

To date, the Agreement has been amended seven times to update the compensation amounts.  Recently, the Board approved Amendment No. 7 on October 3, 2023 (Item No. 58), which increased SBCFPD’s compensation amount by $194,623, from $6,010,178 to $6,204,801, for 2023-24.

 

Approval of the Amendment will increase the Agreement’s 2024-25 annual compensation amount by $23,130, from $6,204,801 to $6,227,931, for SBCFPD’s additional costs of providing service to the City, with no change to the term of July 1, 2018, through June 30, 2028.  The additional costs primarily represent increased salary and benefit expenses resulting from negotiated Memoranda of Understanding with the labor unions. 

 

All other terms of the Agreement shall remain the same.
