Approve Amendment No. 2, effective July 1, 2021, to Contract No. 18-395 with First Student, Inc. to provide Transportation Services for children enrolled in the Head Start and State Preschool Programs, updating the transportation service areas, increasing the total contract amount by $406,063, from $785,056 to $1,191,119, and executing both one-year options to extend for an additional two years, for the total contract period of July 1, 2018 through June 30, 2023.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The increase amount of $406,063 for transportation services is approximately 76% ($308,608) federally funded through the Administration for Children and Families and approximately 24% ($97,455) state funded through the California Department of Education. Adequate appropriation and revenue will be included in future recommended budgets.
BACKGROUND INFORMATION
The recommended amendment to Contract No. 18-395 with First Student, Inc. will execute both one-year extension options, and increase the contract accordingly for an additional two years. The Preschool Services Department (PSD) provides transportation services to and from Head Start locations for eligible children through the use of contracted bus companies. In addition, the transportation service area has been updated to include the Upland Head Start and Twentynine Palms Head Start as the only sites when in-person classroom instruction resumes.
PSD provides Head Start, Early Head Start, and State Preschool programs that include comprehensive child development and family services comprised of education, health, nutrition, parent involvement, and psychological services for children ages 0 to 5 and their families. The overall goal of these programs is to increase the health and school readiness of disadvantaged children and increase the self-sufficiency of low-income families. Head Start and State Preschool programs have been operating in San Bernardino County since 1965. Since 1999, PSD has provided these programs through a combination of direct and contracted services.
PROCUREMENT
On June 26, 2018 (Item No. 30), as the result of a formal procurement, the Board of Supervisors (Board) approved Contract No. 18-395 with First Student, Inc. to provide transportation services for children enrolled in the Head Start and State Preschool Programs, in the amount of $1,221,045 for the total contract period of July 1, 2018 through June 30, 2021, with the option of two one-year extensions. The contracted transportation service areas included the Chino, Ontario-Maple, Twentynine Palms and Upland Head Start sites.
On December 17, 2019 (Item No. 34), the Board approved Amendment No. 1 to the contract with First Student, Inc., updating the Head Start sites receiving transportation services to remove the Ontario-Maple and Chino Head Start sites and decrease the total contract amount by $435,989, from $1,221,045 to $785,056, with no change to the total contract period of July 1, 2018 through June 30, 2021.
