Recommendation
1. Approve Capital Improvement Program Project No. 24-015, in the amount of $238,458, for the Crest Forest Senior Citizens’ Club, Inc. Heating, Ventilation, and Air Conditioning project located at 24658 San Moritz Drive in Crestline.
2. Approve appropriation and revenue adjustments to fund Capital Improvement Program Project No. 24-015 and authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact section (Four votes required).

Capital Improvement Program (CIP) Project No. 24-015 (WBSE 10.10.1531) will be funded by the County’s Third District Allocation of American Rescue Plan Act (ARPA) funding. The following 2023-24 budget adjustments are necessary to establish the project budget and transfer funds to the Project and Facilities Management Department (PFMD):

BACKGROUND INFORMATION
ARPA provided $350 billion in funding to state, local, and tribal governments to be administered through the Coronavirus State and Local Fiscal Recovery Funds (SLFRF) program. ARPA assisted the United States with economic recovery from the continued impact of COVID-19 and provided funding for critical capital projects, investments in property, facilities, or equipment that needs to be obligated by the end of 2024.
The Crest Forest Senior Citizens’ Club (CFSCC) was formally established on March 15, 1960. The organization had 150 members in 1960 and currently has a membership of 250. Over its 60-year history in the Crestline Community, the CFSCC has provided countless hours of community service. The CFSCC currently utilizes the Leisure Shores building at Lake Gregory Regional Park under lease Agreement No. 10-853, approved by the Board of Supervisors (Board) on August 24, 2010 (Item No. 77).
The Leisure Shores building currently has outdated and inoperable forced air heating and three inoperable rooftop-mounted swamp coolers. The building requires a Heating, Ventilation, and Air Conditioning (HVAC) system in order to be used as a cooling center by the CFSCC for at-risk individuals during power outages or any other time needed in the summer months to escape extreme temperatures.
The recommended CIP project will replace the outdated existing HVAC system with a new one. The HVAC system will allow simultaneous heating and cooling from a single unit mounted on the ground to avoid stress on the structure. All other electrical, plumbing, and structural repairs will be completed to ensure successful installation of the system.
The Leisure Shores building is located at the east end of Lake Gregory Regional Park and was originally used as a bath house when Lake Gregory Regional Park was a private resort. The CFSCC first occupied the Leisure Shores building in August of 1980 through a lease (Contract No. 80-650) approved by the Board on July 28, 1980 (Item No. 27). The original term of the lease was 10 years, expiring on August 31, 1990. On March 25, 1985 (Item No. 24), the Board approved Amendment No. 1 to Contract No. 80-650 to extend the lease to a 25-year term, expiring on August 31, 2005.
In 2005, severe winter storms caused flooding that damaged the Leisure Shores building rendering it inhabitable. To allow time for an assessment of the building and determine an appropriate course of action, the CFSCC was relocated to the San Moritz Lodge, under Amendment No. 2 to Contract No. 80-650 approved by the Board on June 14, 2005 (Item No. 32). This amendment also extended the lease term through April 10, 2007. On April 10, 2007 (Item No. 28), the Board approved Agreement No. 07-243 with the CFSCC for the continued use of the San Moritz Lodge through December 31, 2010.
On March 16, 2010 (Item No. 17), the Board approved Contract No. 10-131 with KRC Construction, Inc. for the renovation of the Leisure Shores building and parking lot in the amount of $294,838. The renovation work was completed in August 2010 and on August 24, 2010 (Item No. 77), the Board approved Agreement No. 10-853 with CFSCC for the use of the Leisure Shores building by CFSCC for a period of 10 years and four months, expiring December 31, 2020, with two options to extend for two additional five-year terms.
CFSCC contacted the Regional Parks Department in the beginning of 2020, requesting to exercise their first option to extend the term of the Agreement No. 10-853 for a period of five years. Amendment No. 1 to Agreement No. 10-853 was approved by the Board on October 27, 2020 (Item No. 81), extending the term of the lease through December 31, 2025.
