FINANCIAL IMPACT
Approval of this item will not require the use of additional Discretionary General Funding (Net County Cost). On October 21, 2025 (Item No. 69) the Board of Supervisors approved a one-time allocation of $250,000 for enhancement projects at the Ontario International Airport (Airport) in Economic Development’s 2025-26 budget. The total allocation of $250,000 will be paid to the Ontario International Airport Authority (Authority) to fund the procurement of a zero-emission electric vehicle for its ground support equipment fleet.
BACKGROUND INFORMATION
The Authority was formed under a Joint Exercise of Powers Agreement (JPA) by the City of Ontario (City) and the County on August 28, 2012 (Item No. 12), to provide overall direction for the maintenance, management, operations, development, and marketing of the Airport for the benefit of the citizens of the County and the economic development of the Inland Empire Region. The JPA authorizes the City and the County to make contributions, payments or advances of public funds to the Authority for the purposes identified.
Under this recommended Funding Agreement, the funds will be used by the Authority for the procurement of a zero-emission vehicle to complement its ground support equipment (GSE) fleet to advance the Authority’s sustainability agenda. GSE plays a critical role in aircraft servicing. These vehicles and machinery are used to service and support aircraft operations while on the ground.
The recommended Funding Agreement will be presented to the Authority Board of Commissioners for consideration on November 17, 2025. Should the Commissioners not approve this agreement, no final agreement shall be completed and the payment of $250,000 shall not be made to the Authority. The recommended Funding Agreement will be effective upon approval and execution by both parties and continue through June 30, 2026.
PROCUREMENT
Not applicable.
