RECOMMENDATION(S)

Recommendation

1.                     Accept amended grant award, Amendment No. 1 to Contract No. 21-165 (Award No. 6H76HA00154-30-01), from the United States Department of Health and Human Services, Health Resources and Services Administration for the Ryan White HIV/AIDS Program Part C Outpatient Early Intervention Services program, increasing the amount by $261,994, from $187,164 to $449,158, for the period of January 1, 2021 through December 31, 2021.

2.                     Designate the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to accept any subsequent non-substantive amendments in relation to this grant award, on behalf of the County, subject to review by County Counsel.

3.                     Direct the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to transmit all non-substantive amendments in relation to this grant award to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The amended grant award in the amount of $261,994 from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) for the Ryan White HIV/AIDS Program Part C Outpatient Early Intervention Services (EIS) program does not require a match.  Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2020-21 and 2021-22 budgets.

 

BACKGROUND INFORMATION

Ryan White Part C Outpatient EIS program services include comprehensive HIV primary care services, including medical case management, mental health and substance abuse screening and referral, oral health care services referral, and specialty health services referral.  DPH will use the funding to continue to meet their goal of engaging and maintaining an estimated 160 persons living with HIV/AIDS in high-quality, client-centered comprehensive continuum of primary medical care to maximize health outcomes in this population, reduce disparities of care, and reduce the transmission of HIV.

 

On March 2, 2021 (Item No. 24), the Board of Supervisors (Board) approved grant award (Award No. 5H76HA00154-30-00) from HRSA for the Ryan White Part C Outpatient EIS program, in the amount of $187,164, for the period of January 1, 2021 through December 31, 2021. 

 

On May 10, 2021, DPH received the amended grant award, Contract No. 21-165 (Award No 6H76HA00154-30-01), from the HRSA for the Ryan White HIV/AIDS Program Part C Outpatient Early Intervention Services program, increasing the amount by $261,994, from $187,164 to $449,158, for the period of January 1, 2021 through December 31, 2021.

 

The item is being presented at this time, as this is the first date available for presentation following the required operational, fiscal, and legal reviews.  Approval at this time will have no impact on DPH’s Ryan White Part C Outpatient EIS program services or activities.
