RECOMMENDATION(S)
Recommendation
1. Accept amended grant award, Amendment No. 1 to Contract No. 24-211 (Award No. 6 H80CS00657-23-02), from the United States Department of Health and Human Services, Health Resources and Services Administration for the Service Area Competition under the Health Center Program for continued operational support of the Federally Qualified Health Centers, increasing the amount by $100,000, from $1,145,920 to $1,245,920, for the period of March 1, 2024 through February 28, 2025.
2. Authorize the Chair of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to execute any subsequent non-substantive amendments and documents for Contract No. 24-211, subject to review by County Counsel.
3. Direct the Director of the Department of Public Health to transmit all non-substantive amendments for Contract No. 24-211 to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Amendment No. 1 to Contract No. 24-211 (Award No. 6 H80CS00657-23-02) (Amendment), in the amount of $100,000 from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA), do not require a match. Currently, funding from this HRSA grant (Grant) has been issued through partial awards due to pending congressional action on the Health Center Program appropriation. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2023-24 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Every three years, health centers apply for funding under the Health Center Program’s Service Area Competition (Competition). Through the Competition, organizations compete for operational support funding which supports health care services to defined patient populations served by DPH’s Federally Qualified Health Centers (FQHC). DPH applied and received a three-year Grant award for a term of March 1, 2024 through February 28, 2027. This $100,000 funding award from HRSA will continue to support operations at two existing Preschool Services Department (PSD) Head Start school sites in Ontario and Apple Valley. Through this partnership with PSD, DPH provides primary health care services which include well-child check-ups, health screenings, immunizations, treatment for illness and chronic diseases, and basic dental screenings and treatment. In 2023, 74 children were served in this program.
On August 8, 2023 (Item No. 35) and September 12, 2023 (Item No. 42), the Board of Supervisors (Board) approved Phase 1 and Phase 2, respectively, of the Grant application for the Competition under the Health Center Program for FQHC operational support, in the amount of $2,291,840 annually (amount includes both Phases 1 and 2), for the period of March 1, 2024 through February 28, 2027.
On March 12, 2024 (Item No. 30), the Board approved two Grant awards (Award No. 2 H80CS00657-23-00 and No. 6 H80CS00657-23-01) in the amounts of $954,933 and $190,987, respectively, for the total amount of $1,145,920, for the period of March 1, 2024 through February 28, 2025.
On March 3, 2024, DPH received the Amendment for additional funding in the amount of $100,000, for the period of March 1, 2024 through February 28, 2027, for a combined total of $1,245,920. DPH will return to the Board to accept further funding from HRSA for the Competition, if and when it is received.
This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews. Approval at this time will not impact DPH’s FQHC services or activities.
