Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District, approve Non-Financial Memorandum of Understanding with International Association of Fire Chiefs for the provision of practical training and work experience with the San Bernardino County Fire Protection District, effective October 21, 2025, through June 30, 2028.

FINANCIAL IMPACT
Approval of these agreements will not result in the use of Discretionary General Funding (Net County Cost), as the Memorandum of Understanding (MOU) with the International Association of Fire Chiefs (IAFC) is for unpaid practical training and work experience.
BACKGROUND INFORMATION
IAFC is a non-profit organization that works with Aramco Training Services Company to facilitate on-the-job training for selected employees of the Saudi Arabian Oil Company (Saudi Aramco). As part of this training, selected Saudi Aramco employees are placed with other agencies to receive practical training and broaden their experiences in firefighting.
IAFC reached out to San Bernardino County Fire Protection District (SBCFPD) to be a host agency and assist IAFC trainees in acquiring meaningful and rewarding professional firefighting work experience. SBCFPD has assisted other agencies in helping their trainees acquire professional work experience.
This MOU is mutually beneficial to SBCFPD and the trainees, as the unpaid trainees augment the service capabilities of SBCFPD while satisfying their on-the-job training requirements and gaining hands-on work experience. The MOU provides that either party may terminate the MOU without cause with 20 days advance written notice.
