Recommendation
Approve Amendment No. 1 to non-financial Contract No. 21-732 with Loma Linda University Health for vision screening for children enrolled in the Head Start, Early Head Start, and State Preschool programs countywide, extending the contract term two years, for the total contract period of October 7, 2021, through September 30, 2026.

FINANCIAL IMPACT
This item is non-financial in nature and as such, does not impact Discretionary General Funding (Net County Cost). Vision screening services to children enrolled in Head Start, Early Head Start, and State Preschool programs at countywide school sites will be provided at no cost to the County by Loma Linda University Health (LLU).
BACKGROUND INFORMATION
Preschool Services Department (PSD) provides Head Start, Early Head Start, and State Preschool programs that include comprehensive child development and family services comprised of education, health, nutrition, parent involvement, and psychological services for children ages 0 to 5 and their families. The overall goal of these programs is to increase the health and school readiness of disadvantaged children and increase the self-sufficiency of low-income families.
Approval of this item will allow LLU to provide vision screening services, including electronic vision equipment certified screenings, to approximately 500 preschool children enrolled in the Head Start, Early Head Start, and State Preschool programs countywide, through an Individualized Supervised Practice Pathways (ISPP) Vision Screening Program.
The ISPP Vision Screening Program utilizes trained volunteers designated by LLU and approved by PSD to provide vision screening services at PSD sites. PSD will provide facilities and appropriate guidance for the provision of vision screening services to PSD children. PSD has contracted with LLU to provide no cost vision screening services to children enrolled in Head Start, Early Head Start, and State Preschool programs at countywide school sites since 2015.
Head Start Performance Standards require PSD to perform health screenings to identify concerns regarding a child’s developmental, sensory (visual and auditory), behavioral, motor, language, social, cognitive, perceptual, and emotional skills, within 45 days of the child’s entry into the program.
On October 5, 2021 (Item No. 37), the Board of Supervisors approved Contract No. 21-732 with LLU to provide vision screening services, including electronic vision equipment certified screenings, to children enrolled in the Head Start, Early Head Start, and State Preschool programs countywide, through an ISPP Vision Screening Program, for the period of October 7, 2021, through October 6, 2024.
Contractor’s performance will be monitored by reviewing for compliance with the administrative terms and conditions of the Contract. The County may terminate the Contract without cause upon 30 days written notice.
