Recommendation
Adopt Resolution to accept Dogwood Court, from 11th Street west .02 miles, and a segment of Sage Street, from Argus Avenue west .03 miles, located in the Trona area, into the County Maintained Road System, pursuant to Streets and Highways Code Section 941.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). It will cost less than $1,000 to update the Department of Public Works (Department) records, while future road maintenance costs will be funded by Gas Tax revenue. Sufficient appropriation and revenue are included in the Department’s 2025-26 Road Operations budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Highway Planning Technical Committee (HPTC) convened on January 15, 2026, to discuss the acceptance of the following segments of roads in the Trona area into the County Maintained Road System (CMRS):

Dogwood Court is located within the boundary of Tract Map No. 3962 subdivision, which was accepted by the Board of Supervisors (Board) on February 10, 1953, and recorded in Book 51, pages 94-95.
Sage Street is located within the boundaries of Tract Map No. 4352 subdivision, accepted by the Board on March 1, 1954, and recorded in Book 54, pages 47-51.
Although these roadways were created as part of approved subdivisions, formal action was not taken to accept them into the CMRS following completion of the permitting process. As a result, the Department has not provided maintenance for these segments.
Pursuant to Streets and Highways Code Section 941, the Board may accept roads into the CMRS when they are necessary for public convenience. HPTC determined at its January 16, 2026, meeting that these proposed roadways connect to existing paved CMRS roads, meet right-of-way width requirements, and satisfy the Department’s criteria for acceptance into the CMRS.
This item aligns with the County and the Chief Executive Officer’s goals and objectives to provide for the safety, health, and social service needs of County residents by ensuring the proper maintenance of these sections of roadway.
