Recommendation
Approve Amendment No. 1 to non-financial Contract No. 20-945 between the San Bernardino County Transportation Authority, the City of Big Bear Lake, and San Bernardino County, for the State Route 38 and Stanfield Cutoff Roundabout Project, in the Big Bear Lake area, to update Exhibit “A” Project Milestones, and extending the contract term by one and one-half years, for a total term of September 29, 2020, through June 30, 2027.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Contract No. 20-945 (Contract) is non-financial, and its purpose is to outline the roles of the County, the San Bernardino County Transportation Authority (SBCTA), and the City of Big Bear Lake (City) for the State Route 38 (SR-38) and Stanfield Cutoff Roundabout Project (Project) in the Big Bear Lake area.
BACKGROUND INFORMATION
Stanfield Cutoff is a two-lane north-south road that intersects east-west SR-38 at a four-way approach. The Project will construct a roundabout to improve this intersection, optimize traffic circulation, and reduce congestion in the Big Bear Lake area.
Construction is underway with anticipated completion in Summer 2026, with the construction closeout phase anticipated to continue through Summer 2027, which requires an extension to the Contract term from December 30, 2025, to June 30, 2027.
On September 29, 2020 (Item No. 48), the Board of Supervisors approved the Contract, which outlines the roles of the parties as it pertains to the Project. The County serves as the Project’s lead agency.
Approval of Amendment No. 1 will replace Exhibit “A” Project Milestones with a revised Exhibit “A-1”, which updates the Project milestone dates, and extends the Contract term to June 30, 2027, to allow for project completion and closeout. SBCTA approved Amendment No. 1 on October 28, 2025, and the City approved Amendment No. 1 on October 20, 2025.
This item meets the County and the Chief Executive Officer’s goals and objectives of working with other agencies and stakeholders by allowing the County to continue working with SBCTA and the City to ensure the Project is fully completed.
