RECOMMENDATION(S)

Recommendation

Authorize the Director of the Project and Facilities Management Department to utilize the Design-Build project delivery method pursuant to Public Contract Code Section 22160 et seq., and in accordance with County Policy 11-16, for the Arrowhead Regional Medical Center Parking Structure Project.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Arrowhead Regional Medical Center (ARMC) Parking Structure Project (Project) (WBSE 10.10.1924) has a total budget of $52,510,997, which is fully funded through the ARMC Enterprise Fund. The project budget was approved by the Board of Supervisors on June 10, 2025 (Item No. 136), as part of the 2025-26 Capital Improvement Program budget.

 

BACKGROUND INFORMATION

The Project will be located on the south side of the ARMC campus and is anticipated to be approximately 572,000 square feet in size, accommodating up to 1,600 vehicles. This new multi-story parking structure will significantly enhance functionality and convenience for both ARMC staff and the public by relieving existing congestion and expanding overall parking availability.

 

Key features of the structure will include modern traffic flow design, integrated safety measures, electric vehicle charging stations, and an additional security office to allow for onsite monitoring and rapid response. This facility represents a critical investment in supporting the operational demands of ARMC and will contribute to a more seamless experience for all visitors, patients, and employees.

 

Approval of this item will authorize the use of the Design-Build project delivery method pursuant to California Public Contract Code Section 22160 et seq. Following approval of the Design-Build project delivery method, the Director of the Project and Facilities Management Department (PFMD) will take all necessary steps to procure a Design-Build Entity pursuant to County Policy 11-16. The department will return to the Board for contract award.

 

California Environmental Quality Act (CEQA) documentation and determination will be submitted separately for Board approval.
