RECOMMENDATION(S)
Recommendation
Acting as the governing body of County Service Area 70 BL Bloomington:
1. Approve Capital Improvement Program Project for the County Service Area 70 BL Bloomington - Electrical Service Line and Flow Meter Installation Project in the amount of $324,000.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments for County Service Area 70 BL Bloomington, as detailed in the Financial Impact Section (Four votes required).
3. Approve the plans and specifications for the County Service Area 70 BL Bloomington - Electrical Service Line and Flow Meter Installation Project.
4. Authorize the Director of the Department of Public Works - Special Districts to advertise the County Service Area 70 BL Bloomington - Electrical Service Line and Flow Meter Installation Project for competitive bids.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). County Service Area (CSA) 70 BL (District) is funded by sanitation fees charged to customers based on usage. This item seeks authorization for the use of $324,000 from the District’s Unrestricted Net Position to fund costs for the CSA 70 BL - Electrical Service Line and Flow Meter Installation Project (Project).

BACKGROUND INFORMATION
The District was established by the Board of Supervisors (Board) on November 19, 2013 (Item No. 83), for the purpose of providing sewer service to an area of Bloomington along the north side of Interstate 10, near the cities of Fontana and Rialto. The Project will allow for the construction of an electrical service line and installation of a flow meter device in an existing sewer manhole on Valley Boulevard. The flow meter will determine wastewater flows necessary for the design of Phase I and Phase II of the Bloomington Sewer Expansion Project, as well as other phases of the Project, including the creation of a Sewer Master Plan required for the funding of Phase II.
On August 5, 2025 (Item No. 96), the Board found the Project exempt under the California Environmental Quality Act (CEQA) Guidelines, directed the Department to file the Notice of Exemption, and approved Contract No. 25-630 with Southern California Edison for Extension of Electric Distribution Line Rule 15 that will provide electrical service for the flow meter.
In addition to the CEQA finding, this item seeks Board approval of the Projects’ plans and
specifications and authorization to advertise for bids.
PROCUREMENT
Upon Board approval of this item, the Project will be advertised in accordance with Section 22037 of the California Public Contract Code. The Department anticipates returning to the Board in March 2026 with a recommendation to award a construction contract for the Project.
