Recommendation
Acting as the governing body of County Service Area 70 J Oak Hills, approve a professional engineering design and service contract with Albert A. Webb Associates, in the amount of $472,255, and a five-year contract term of July 23, 2024 through July 23, 2029, for the design of construction plans and specifications for the County Services Area 70 J Oaks Hills - Reservoir 3A Site Expansion Project.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as all costs, including the recommended professional engineering design and services contract, for the County Service Area 70J Oak Hills (District) - Reservoir 3A Site Expansion Project (Project) will be funded by the District through revenue from service charges. Sufficient appropriation for the Project is included in the District’s 2024-25 Capital Improvement Program budget and will be included in future recommended budgets, as needed.
BACKGROUND INFORMATION
The District, established by the Board on December 28, 1971, to provide water services, currently provides for the maintenance and operation of over 3,200 water connections, wells, booster stations, storage reservoirs, and over 130 miles of water pipeline. The District is managed and administered by the Department of Public Works - Special Districts (Department).
The Project proposes to construct a new two-million-gallon water tank, booster station, equipment control building, stormwater/overflow detention basin, and other appurtenant devices necessary for the tank's operation. The construction of the new tank will allow the District to expand the potable water infrastructure, serve the community better, and increase the County’s fire suppression capabilities. Albert A. Webb Associates will perform professional engineering, design, and structural services to accomplish all necessary work as detailed within the professional engineering design and service contract, Request for Proposal (RFP) No. SDD-038/SPD124-WATER-5044, and Albert A. Webb Associates’ Proposal.
This item seeks approval of a professional engineering design and services contract with Albert A. Webb Associates, in the amount of $472,255, and a five-year contract term to expire on July 23, 2029, for the Project’s design of construction plans and specifications.
PROCUREMENT
(RF) No. SPD124-WATER-5044, Notification No. 955712, for the Project’s professional engineering design and services was released through the County’s Electronic Procurement Network (ePro), and advertised on September 25, 2023. A total of two proposals were received, on November 8, 2023, in response to the RFP. Both proposals were accepted for review.

A committee comprised of Department staff from the Project Management and Water and Sanitation Divisions evaluated the proposals. Based on the proposal that best met the District's design needs, the committee recommended awarding the contract to Albert A. Webb Associates. No protests were received.
