RECOMMENDATION(S)
Recommendation
Acting as the governing body of the San Bernardino County Flood Control District:
1. Approve Contract with Albert A. Webb Associates, to provide professional civil engineering services for the Comprehensive Storm Drain Plan 3-4 and El Rivino Basin and Outlet Storm Drain, in the amount not to exceed $1,438,000, for the period of March 16, 2026 to March 15, 2029.
2. Authorize the Chief Flood Control Engineer or Engineering Manager to add and/or delete services and reallocate funding between tasks as required to complete the work outlined in the Contract in Recommendation No. 1 without increasing the total cost or changing the term of the Contract, subject to review by County Counsel.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Funding for the Comprehensive Storm Drain Plan (CSDP) 3-4 and Design of El Rivino Basin and Outlet Storm Drain (Line D) includes Hazard Mitigation Grant Program funds awarded by the U.S. Department of Homeland Security, Federal Emergency Management Agency at a 75% cost share, and the San Bernardino County Flood Control District (District) for the remaining 25% cost share. The District’s 25% cost share is funded by property tax revenue. The total contract amount of $1,438,000 is based on the fee schedule presented in the proposal submitted by Albert A. Webb Associates (Consultant). Sufficient appropriation and revenue have been included in the San Bernardino County Flood Control District’s (District) 2025-2026 budget (1920002522-F02943) and will be included in future recommended budgets.
BACKGROUND INFORMATION
Each year the District designs numerous projects, including, but not limited to, channels, storm drains, basins, box culverts, etc. and utilizes CSDPs as a preliminary planning tool to identify project priorities, approximate flowrates, facility sizing, and cost estimates prior to performing a detailed hydrologic and hydraulic study of site-specific projects. Multiple CSDP 3-4’s have been prepared in the area generally bounded by the I-10 freeway to the north, Tamarind Avenue to the west, Riverside Avenue to the east, and the Riverside/San Bernardino County line to the south in unincorporated Bloomington, City of Fontana, and City of Rialto. The most recent of these CSDPs is from 2006, however, the area has experienced and will continue to experience significant development with many new warehouses planned or currently under construction. The watershed of CSDP 3-4 needs to be reevaluated due to this continued growth and to provide a planning tool for future storm water infrastructure in the area. Coordination between developers currently designing and constructing detention basins and storm drain infrastructure within the vicinity should occur to determine the proposed stormwater flows from these developments.
In addition to updating CSDP 3-4, the District is seeking the Consultant to provide complete design of the El Rivino Basin and outlet storm drain (Line D) from the basin to the Santa Ana River in unincorporated Bloomington and City of Rialto including environmental clearance.
Under the proposed Contract, the consultant will provide professional civil engineering services to prepare a CSDP for the unincorporated area of Bloomington and portions of the City of Fontana and City of Rialto, and design of El Rivino Basin and Outlet Storm Drain (Line D).
PROCUREMENT
On October 8, 2025, the District released Request for Proposal No. PWG126-FLOOD-6001 (RFP) to solicit proposals through the County’s Electronic Procurement System (ePro). The RFP was sent to vendors who were registered in ePro.

An evaluation committee from the District reviewed the proposals. Evaluators selected the Consultant based on their approach to the scope of services, qualifications, experience with similar projects, and experience working with the District. District staff is recommending awarding the planning and design contract to the Consultant due to the required expertise, understanding of the District’s goals, and the ability to perform analyses, assessments, outreach, and preliminary design. No appeal and/or protests were received.
