RECOMMENDATION(S)
Recommendation
1. Accept grant award (Grant Award No. TA8-25-0043) from the California Department of Resources Recycling and Recovery, for the Local Government Waste Tire Amnesty Grant Program, in the amount of $40,000, for a period of July 30, 2025, through October 28, 2027.
2. Direct the Code Enforcement Division Chief for the Land Use Services Department to transmit the fully executed grant award agreement, and any subsequent amendments per the authority granted in Resolution No. 2023-42, to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The grant award in the amount of $40,000 from the California Department of Resources Recycling and Recovery (CalRecycle) for the Local Government Waste Tire Amnesty Grant Program (Grant) does not require local matching funds. Adequate appropriation and revenue have been included in the Land Use Services Department (LUS), Code Enforcement Division’s (Code Enforcement) 2025-26 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Illegal dumping of waste tires is a persistent problem throughout the county. This activity pollutes the environment, contributes to blight, and undermines community cleanup efforts. LUS has been awarded a CalRecycle Waste Tire Amnesty Grant since 2015 to support amnesty events in unincorporated communities across the county to help reduce illegal dumping by offering residents convenient options for tire disposal. The events are held in conjunction with community cleanup days or as stand-alone tire collection events. Costs associated with the events include disposal fees, personnel to staff the events and staff time to administer the Grant.
Pursuant to Resolution No. 2023-42, approved by the Board of Supervisors (Board) on April 11, 2023 (Item No. 30), the Code Enforcement Division Chief is authorized to apply for the CalRecycle Grant on behalf of the County until April 11, 2028, or until the authority is rescinded by the Board, whichever occurs first. However, Code Enforcement is required to seek Board approval prior to accepting the Grant.
On March 31, 2025, in accordance with the Resolution No. 2023-42 delegation of authority, Code Enforcement applied for the maximum Grant amount of $40,000.
On October 8, 2025, CalRecycle notified LUS of the Grant awarded in the amount of $40,000, for a period of July 30, 2025, through October 28, 2027.
LUS requests that the Board approve the acceptance of the Grant and authorize the execution of all necessary documents to implement the waste tire amnesty event program.
This item is being presented at this time as this is the first available Board meeting available following the appropriate operational, fiscal, and legal reviews. Approval at this time will not impact LUS waste tire amnesty program services or activities.
