RECOMMENDATION(S)
Recommendation
1. Acting as the governing body of San Bernardino County:
a. Approve Contract with the Bloomington Recreation and Park District to provide funding, in the amount of $5,780,700 for the Kessler Park Master Plan Phase 1 Project, for a contract term of September 24, 2024, through September 24, 2029.
b. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact section, for the Kessler Park Master Plan Phase 1 Project (Four votes required).
2. Acting as the governing body of Bloomington Recreation and Park District:
a. Approve the Capital Improvement Program - Kessler Park Master Plan Phase 1 Project, in the amount of $5,780,700.
b. Approve Contract with San Bernardino County, in the amount of $5,780,700, for the Kessler Park Master Plan Phase 1 Project, for a contract term of September 24, 2024, through September 24, 2029.
c. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact section (Four votes required).
d. Approve Contract with KTU&A for professional engineering design and services, in the amount of $851,692, for the Kessler Park Master Plan Phase 1 Project, for a contract term of September 24, 2024, through September 24, 2029.

FINANCIAL IMPACT
Approval of this item will result in the use of Discretionary General Funding (Net County Cost). Funding for the Kessler Park Master Plan Phase 1 Project (Project) will be allocated from Discretionary General Funding in the amount of $5,780,700 and funded by General Fund Contingencies. The allocation for the Project will fund costs associated with the design of the Project plans and specifications, as provided by KTU&A, project management and the future construction portion of the Project.
Sufficient appropriation for the Project will be included in the Bloomington Recreation and Park District’s (District) future recommended budgets as needed.

BACKGROUND INFORMATION
The District maintains two community parks (Ayala Park and Kessler Park), an equestrian arena, sports fields, and a community center that offers various recreational activities for the community of Bloomington. The Department of Public Works - Special Districts (Department), through its Operations Division, directly manages, operates and maintains the District.
The District has developed a Master Plan for Kessler Park, which proposes improvements to the existing park such as additional parking, light improvements, new basketball and futsal courts, shade structures, playground with shade coverings, synthetic turf, renovate and expand restroom building in accordance with Americans with Disabilities Act guidelines for accessibility, decomposed granite perimeter equestrian trail, perimeter fencing, sidewalk improvements, miscellaneous park improvements and a new maintenance and portable office/storage buildings. As part of the initial phase of the proposed development, the Project proposes to prepare plans and specifications for the overall Master Plan. Subsequently, the District will move forward with construction in stages as funds become available.
In addition to providing funding and appropriation for the Project, this item seeks approval of a professional engineering design and services contract with KTU&A, in the amount of $851,692, for the Project’s design of construction plans and specifications.
The Project aligns with the District and the Chief Executive Officer’s goals and objectives of ensuring development of a well-planned, balanced, and sustainable County by preserving and improving community park facilities that provide recreational opportunities and experiences for the community.
PROCUREMENT
Request for proposal (RFP) No. SPD124-SPDAD-5532 for the Project’s professional design services was released through the County’s Electronic Procurement Network (ePro) and sent directly to design and engineering firms on July 23, 2024. A total of five proposals were received in response to the RFP on August 19, 2024. All five proposals were accepted for review.

The proposals were evaluated by a selection committee comprised of District and Department staff. Based on criteria listed in the RFP, the selection committee evaluated the proposals and determined that KTU&A best met the needs of the County. Therefore, the recommendation is to contract with KTU&A for the needed Project services. No protests were received.
