Recommendation
1. Authorize the purchase of a security camera system, as an unbudgeted fixed asset, in the amount of $50,578 for the new San Bernardino Health Center.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post budget adjustments to the Department of Public Health 2024-25 budget, in the amount of $50,578, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The purchase of the unbudgeted fixed asset (the surveillance equipment) in the amount of $50,578 will be funded via a transfer of appropriation from other professional services in the Department of Public Health’s (DPH’s) 2024-25 budget.
DPH requests the Auditor-Controller/Treasure/Tax Collector post the following budget adjustments to the DPH 2024-25 budget:

In addition to the cost of the security camera system, DPH will incur operational costs including a three-year preventative maintenance plan, not-to-exceed $6,700 per year. Adequate appropriation and revenue are included in the DPH 2024-25 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The purchase of the security camera system will further enhance security at the new San Bernardino Health Center, which is located in a centralized urban area accessible to the public. The surveillance equipment will help to ensure the safety of patients, staff, and property. Convergint Technologies, LLC (Convergint) will install all purchased equipment, which includes new video surveillance cameras that will monitor the outer perimeters of the building and augment the use of security personnel after business hours. Additionally, workstation equipment will be set up to manage the camera recordings and operate the Convergint security software platform. Training on the Convergint platform will be provided following installation, at no additional cost.
On February 6, 2024, the Purchasing Department released Request for Proposals (RFP) No. AGENCY24-PURC-5265, for Card Access Control System Services and Products. The RFP process resulted in the receipt of three proposers, which included Convergint, that met the needs of the County based on the evaluation criteria and were recommended for award. Convergint was awarded a Countywide contract (Contract No. 24-748) on August 6, 2024 (Item No. 46).
County Policy 11-04 requires Board approval for purchases of unbudgeted fixed assets with the cost of $10,000 or greater.
Approval of this one-time unbudgeted fixed asset purchase will allow for the continued provision of public and staff safety, as well as protection of property.
