RECOMMENDATION(S)
Recommendation
1. Accept and approve an allocation from the California Department of Public Health for Future of Public Health funding to support public health workforce and infrastructure, for three-years, in an annual amount of $11,284,416, with a total allocation of $33,853,248 for the period of July 1, 2023 through June 30, 2026.
2. Approve and authorize the submission of the three-year Acknowledgement of Allocation Letter, Local Public Health Work Plan, and Annual Spend Plan as required by the California Department of Public Health in order to receive Future of Public Health funding for the period of July 1, 2023 through June 30, 2026.
3. Authorize the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to execute and submit any subsequent Local Public Health Work Plan and Annual Spend Plan documents in relation to the California Department of Public Health Future of Public Health funding for the period of July 1, 2023 through June 30, 2026, on behalf of the County, subject to review by County Counsel.

FINANCIAL IMPACT
This item does not require additional Discretionary General Funding (Net County Cost). The allocation from the California Department of Public Health (CDPH) for Future of Public Health (FoPH) funding does not require a local match. Sufficient appropriation is included in the Department of Public Health’s (DPH) 2023-24 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The California Budget Act of 2022 provides $200,400,000 annually to CDPH for Local Health Jurisdictions to support public health workforce and infrastructure. These funds are considered ongoing funds and part of the baseline state budget. CDPH requires that at least 70% of the FoPH funding be spent on expanding permanent public health workforce including salary, benefits, and training costs. The remaining funds, not to exceed 30% of the total allocation, may be used for equipment, supplies, and other administrative purposes such as facility space, furnishings, and travel. DPH ensures these requirements are met.
DPH will use the FoPH funding to strengthen the workforce, and to evaluate the efficacy of existing and future programs, initiatives, and in advancing health equity. Increased research and evaluation will lead to quality improvement, capacity building, and enhanced service delivery. DPH will continue to use evidence-based strategies, contribute to a knowledge base which educates staff and partners, and increase skills in community-based participatory research. The allocation is used to fund specific staff within multiple DPH programs that would not traditionally be grant or fee funded.
On June 30, 2023, DPH received the allocation package from CDPH for ongoing annual FoPH funding. The documents to be submitted will cover the period of July 1, 2023 through June 30, 2026. This item is being presented at this time as this is the first available date following the required operational, fiscal, and legal review. Approval at this time will have no impact on DPH services or activities. DPH is recommending delegated authority to execute and submit any non-substantive Local Public Health Work Plan and Annual Spend Plan documents in relation to the CDPH FoPH funding for the period of July 1, 2023 through June 30, 2026. DPH will return to the Board of Supervisors to present any substantive amendments or future allocations received.
The recommended actions will allow DPH to accept the FoPH funding allocation and submit the Local Public Health Work Plan and Annual Spend Plan to support the FoPH funding requirements, along with the Acknowledgement of Allocation Letter to CDPH by the extended deadline of August 15, 2023.
