Approve Amendment No. 2 to Agreement No. 19-720 with Medico Professional Linen Services, to add the rental of isolation gowns, with no changes to contract period of December 1, 2019 through November 30, 2024, and no changes to the total contract amount of $8,000,000.

FINANCIAL IMPACT

Approval of the recommended agreement amendment with Medico Professional Linen Services (Medico) will not result in the use of Discretionary General Funding (Net County Cost). There are no costs associated with this amendment. Sufficient appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2021-22 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The recommended agreement amendment will permit ARMC to rent isolation gowns from Medico and to update related contract language. The gowns are used as protective apparel for health care workers and patients from the transfer of microorganisms and body fluids in patient isolation situations.

 

ARMC has contracted with Medico for linen rental and laundry services since 1999. These services include pickup, washing, disinfecting, and delivery of all ARMC linens, including patient linens and cleaning cloths used by the ARMC Environmental Services Department. These services provide for the safety, health and social service needs of County of San Bernardino residents by ensuring cleanliness and overall patient safety at the hospital and clinics.

 

On November 5, 2019 (Item No. 6), as the result of a successful procurement, the Board of Supervisors (Board) approved Agreement No. 19-720 with Medico in an amount not to exceed $7,500,000, for the period of December 1, 2019 through November 30, 2024, to provide linen rental and laundry services for ARMC.

 

On January 5, 2021 (Item No. 8), the Board approved Amendment No. 1 to Agreement No. 19-720 for the rental of isolation gowns from Medico, and increasing the not to exceed amount by $500,000, from $7,500,000 to $8,000,000. At the time, ARMC determined it was a cost effective alternative to rent isolation gowns instead of procuring a large amount of gowns. The Amendment committed ARMC to renting a minimum of 17,500 isolation gowns per week from January 5, 2021 through October 5, 2021.  However, as a result of a decline in the number of COVID-19 patients, ARMC no longer had the need for the quantity of isolation gowns provided for in the Amendment.  As a result, the Amendment was terminated on May 13, 2021 per the terms of the Amendment.

 

The proposed recommendation will allow ARMC to continue to rent isolation gowns at the same price previously available without any minimum commitment.  

 

PROCUREMENT

Purchasing supports approval of the recommended agreement amendment based on a competitive procurement from Request for Proposal No. ARMC118-ARMC-3017 that resulted in a contract award to Medico.
