RECOMMENDATION(S)

Recommendation

1.                     Approve contracts with the following agencies to provide CalFresh Healthy Living services, in a combined total amount not to exceed $2,074,846, for the contract period of October 1, 2024 through September 30, 2026:

a.                     San Bernardino County Superintendent of Schools, in the amount of $1,703,196

b.                     St. Mary Medical Center, in the amount of $371,650

2.                     Authorize the Director of the Department of Public Health to execute non-substantive amendments to the scope of work, on behalf of the County, as needed, subject to review by County Counsel.

3.                     Direct the Director of the Department of Public Health to transmit all non-substantive amendments for revisions to the scope of work to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The total amount of $2,074,846 is 100% federally funded by the United States Department of Agriculture (USDA) Supplemental Nutrition Assistance Program Education (SNAP-Ed), which is passed through the California Department of Social Services (CDSS). Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2024-2025 recommended budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The CalFresh Healthy Living program funds partnerships between local health jurisdictions and other community-focused entities to provide education to low-income individuals on establishing healthy eating habits and encouraging an active lifestyle. DPH has received funding for the CalFresh Healthy Living program since 2000. 

 

Under the recommended contracts, the San Bernardino County Superintendent of Schools (SBCSS) will provide countywide training to teachers to provide nutrition, healthy beverage (i.e., water promotion), and physical activity education to children throughout the county. This contract also includes SBCSS working with community partners to increase food security by recommending nutrition-focused policy improvements, expanding access to community gardens, and working to expand the distribution of healthy food at community sites. These services align with the County's long-term goal of reducing health disparities by improving access to nutrition education and physical activity programs, particularly in underserved areas like the High Desert.

 

St. Mary Medical Center (St. Mary) will provide community outreach and patient education on choosing healthy foods and beverages, as well as working within the community on ways to improve food security in the high desert county area. Combined, these efforts are anticipated to reach more than 40,000 individuals annually in the county.

 

Approval of the recommended amendments with SBCSS and St. Mary will allow DPH to continue efforts of educating county residents and students on proper nutrition, healthy lifestyles, increasing physical activity, and implementing policy and environmental change to heighten awareness regarding overall health.

 

PROCUREMENT

The County Administrative Office approved and authorized the release of Request for Proposals (RFP) No. DPHE24-NUT-5376 <https://epro.sbcounty.gov/bso/bid/bidSummary.sdo?docId=DPHE24-NUT-5376> with the Purchasing Department (Purchasing) on May 24, 2024. Proposals from interested and qualified agencies were solicited to provide a variety of nutrition education services.  The RFP was posted on the County Electronic Procurement Network (ePro), with five proposals received by the deadline. Proposals from the five agencies listed below met the minimum requirements and continued through the evaluation process.

An evaluation panel, with representation from DPH, reviewed and evaluated the proposals based on the following criteria in the RFP: Agency Infrastructure/Capacity, Experience, Scope of Work, Strategic Approach, and Cost/Budget Summary.

 

Based on the evaluation criteria, the evaluation panel determined that St. Mary and SBCSS best met the needs of the County. Award and denial letters were sent to all responsible and responsive proposers on August 22, 2024. No protests were received within the allowable period.

 

Purchasing supports this competitive procurement based on the formal solicitation described above.
