RECOMMENDATION(S)
Recommendation
1. Approve Amendment No. 1 to Revenue Contract No. 24-285 with the City of Big Bear Lake for the provision of vector control services, rectifying the contract term year from 2026 to 2028 and updating the compensation table timeframe, with no change to the contract amount of $120,872, nor the period of April 1, 2024 through March 31, 2028.
2. Approve Amendment No. 1 to Revenue Contract No. 24-286 with the Town of Yucca Valley for the provision of vector control services, updating the compensation table timeframe, with no change to the contract amount of $149,637.50 for the period of April 1, 2024 through June 30, 2026.
3. Authorize the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to accept and execute any subsequent non-substantive amendments related to Contract Nos. 24-285 and 24-286, on behalf of the County, subject to County Counsel review.
4. Direct the Director of the Department of Public Health to transmit all non-substantive amendments in relation to Contract Nos. 24-285 and 24-286 to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Department of Public Health (DPH) will receive revenue from the City of Big Bear Lake in the amount of $120,872 for the period of April 1, 2024 through March 31, 2028, and the Town of Yucca Valley in the amount of $149,637.50 for the period of April 1, 2024 through June 30, 2026. Adequate appropriation and revenue have been included in DPH’s 2025-26 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The DPH Mosquito and Vector Control Program (Program) provides a wide range of control and abatement services throughout the county, in an effort to prevent and minimize public exposure to diseases transmitted by mosquitoes, or other animals and insects capable of spreading diseases to humans. This includes diseases such as West Nile Virus, Encephalitis, Dengue, Malaria, and Zika.
Under the Program, DPH addresses routine service requests, inspect potential sources of disease-carrying vectors, and takes action to mitigate risks to the public, which includes surveying, trapping, identifying, and testing vectors that could potentially transmit diseases. DPH supplies pesticides, application tools, equipment, staff, and all other necessary supplies to deliver the contracted surveillance and abatement services.
On March 26, 2024 (Item No. 58), the Board of Supervisors approved Revenue Contract No. 24-285 with the City of Big Bear Lake in the amount of $120,872 for the period of April 1, 2024 through March 31, 2028, and Revenue Contract No. 24-286 with the Town of Yucca Valley in the amount of $149,637.50 for the period of April 1, 2024 through June 30, 2026, for the provision of vector control services.
The recommended amendment to Contract No. 24-285 corrects the year of the contract end date from 2026 to 2028, within the contract term provision, and updates the compensation table with payments for each fiscal year through the corrected contract end date of March 3, 2028, rather than the fiscal year end date of June 30, 2028. The recommended amendment to Contract No. 24-286 updates the compensation table to correct the dates indicated for fiscal years 2024-25 and 2025-26, for alignment with the contract term through June 30, 2026, rather than June 30, 2027.
