Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District, approve Amendment No. 1 to Revenue Contract No. 19-123 with California Speedway Corporation for an adjustment to the personnel and equipment rates (Exhibit B), effective February 15, 2020, to recover the increased cost of providing fire and life safety protection services for respective events held at the Auto Club Speedway in Fontana, with no change to the original contract term of March 12, 2019 through March 11, 2022.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). This amendment increases the contract’s personnel and equipment rates (Exhibit B) by 3%, thus allowing the San Bernardino County Fire Protection District (SBCFPD) to recover more costs of providing fire and life safety protection services for respective events held at the Auto Club Speedway in Fontana. SBCFPD’s costs have increased in the past few months due to new Memorandums of Understanding with the San Bernardino County Professional Firefighters, IAFF, Local 935 (approved by the Board of Directors on August 20, 2019 - Item No. 66) and the Association of San Bernardino County Fire Managers (approved by the Board of Directors on November 19, 2019 - Item No. 37).
SBCFPD’s 2019-20 budget includes sufficient appropriation and revenue for this contract. The actual amount of cost and revenue will depend on the level of service provided at the Speedway events.
BACKGROUND INFORMATION
On March 12, 2019 (Item No. 58), the Board of Directors (Board) approved Contract No. 19-123 with the California Speedway Corporation that allows SBCFPD to provide fire and life safety protection services for respective events held at the Auto Club Speedway from March 12, 2019 through March 11, 2022. Due to recent approval of new labor agreements, SBCFPD’s cost of providing these services has increased. The recommended amendment revises the contract’s personnel/equipment hourly rates so that SBCFPD can receive additional revenue for the increased cost of service. There are no other changes to the contract.
The services provided under this contract are performed utilizing existing staffing on an overtime basis as to not diminish regularly scheduled staffing resources within the region.
