Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District:
1. Adopt the Initial Study and Mitigated Negative Declaration for the New Fire Station No. 41 Project in Yucca Valley.
2. Adopt the Mitigation Monitoring and Reporting Plan for the New Fire Station No. 41 Project in Yucca Valley.
3. Approve the New Fire Station No. 41 Project as defined in the Initial Study and Mitigated Negative Declaration.
4. Direct the Project and Facilities Management Department to file the Notice of Determination in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The New Fire Station No. 41 Project (Project) (WBSE 10.10.1268) will be funded through San Bernardino County Fire Protection District (SBCFPD) South Desert Regional Service Zone budget unit (6100412454). Approval of the necessary appropriation and revenue adjustments are not requested at this time but will be included in a future countywide budget report or board agenda item presented to the Board of Directors (Board) for consideration, if necessary.
BACKGROUND INFORMATION
SBCFPD operates Fire Station No. 41, which provides fire suppression, emergency medical response, and rescue services to communities throughout the South Desert region. In response to increased development and anticipated population growth in the area, SBCFPD has proposed construction of a new, modern fire station to replace the existing smaller, outdated facility.
The new 11,861-square-foot station will enhance the District’s ability to deliver timely and effective emergency services by improving response times, increasing operational efficiency, and strengthening the overall public safety presence in the region, further advancing SBCFPD’s mission to protect life and property.
In accordance with the California Environment Quality Act (CEQA) Guidelines, an Initial Study (IS) was conducted to identify potential impacts that the Project may have on the environment. The IS concluded that all potentially significant environmental impacts resulting from construction can be mitigated to a less than significant level. Therefore, a Mitigated Negative Declaration (MND) is warranted.
The MND was circulated on June 26, 2025, to the responsible and trustee agencies, interested organizations and individuals, and the State Clearinghouse for the 30-day comment period as specified in the CEQA Guidelines. No comments were received.
The Project is consistent with the County Administrative Office approved Capital Improvement Program Project request No. 22-081.
