RECOMMENDATION(S)
Recommendation
1. Certify to the California Department of Transportation that there are 2,550.86 miles of road in the County Maintained Road System (CMRS) as of April 1, 2020.
2. Adopt resolution affirming that all County of San Bernardino roads listed in the Record of County Highways as of April 1, 2020, are necessary to the public convenience and are included in the CMRS.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The minor administrative costs to update Department of Public Works (Department) records will be funded by Gas Tax Revenue. Sufficient appropriation is included in the Department’s 2019-20 Road Operations budget.
BACKGROUND INFORMATION
Section 2121 of the Streets and Highways Code requires that each County submit to the California Department of Transportation (Caltrans) on an annual basis any additions to, or deletions from, the road mileage in the CMRS. Caltrans will then either approve or disapprove the mileage changes and certify the approved mileage to the State Controller. The Department is certifying to Caltrans that there are 2,550.86 miles of road in the CMRS as of April 1, 2020. The resolution affirms that all County of San Bernardino roads listed in the Record of County Highways as of April 1, 2020, are necessary to the public convenience and are included in the CMRS.
By certifying the roads in the CMRS, the County is able to utilize Gas Tax funds on CMRS roadways and remains eligible to receive state and federal funds by being in compliance with state laws.
Between April 1, 2019 and April 1, 2020, there was an overall decrease of 0.41 mile to the CMRS. This decrease was the net result of the following:
• Decrease of 0.36 mile due to the relinquishment of the following CMRS roads into other jurisdiction:
o Delta Way (Big Bear) -0.36 mile
• Net decrease of 0.05 mile for mileage adjustments to the following CMRS roads based on updated measurements, database validation, and improvements:
o Cross Street (San Bernardino) 0.01 mile
o Mile High Ranch Road (Yucaipa) -0.06 mile
• Adjustments are administrative actions by the Department that reflect new measurements of current roadway limits.
