Recommendation
Approve Amendment No. 1 to Subscription Agreement No. 22-743, effective June 29, 2024, with Quorum Analytics, Inc., for the purchase of an additional license for the legislative tracking software platform, increasing the renewal cost for three of the four one-year periods by $3,500 per year, for a total increase of $10,500, from $118,884 to $129,384, for the total term of June 29, 2022 through June 28, 2027.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The additional annual renewal license fee of $3,500 per year, for a total increase of $10,500, from $118,884 to $129,384, for an additional license for the legislative tracking software platform through June 28, 2027, will be funded by the County Administrative Office’s (CAO) existing 2023-24 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
August 9, 2022 (Item No. 21), as the result of an informal, competitive procurement, the Board of Supervisors (Board) approved the subscription agreement with Quorum Analytics, Inc. (Quorum) to provide legislative tracking software and authorized the Purchasing Agent to renew Subscription Agreement No. 22-743 annually for four one-year periods through June 28, 2027, for a total cost of $118,884.
The Legislative Affairs team utilizes Quorum’s legislative tracking software platform to monitor hundreds of legislative bills each year as they move forward through the committee process in either Sacramento or Washington, D.C. Due to the high number of legislative bills that the Legislative Affairs Team tracks, it has become crucial for the team to acquire an additional license for Quorum’s legislative tracking platform system. Approval of the additional license is recommended to continue to adequately track and monitor state and federal legislative bills.
