Approve the purchase of one Gemini spiral dough mixer in the amount of $23,000 as an unbudgeted fixed asset to support the Glen Helen Rehabilitation Center’s Culinary Regional Occupational Program.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The total cost of the spiral dough mixer is $23,000 and will be funded by the Sheriff/Coroner/Public Administrator’s (Department) Inmate Welfare Fund (4420005167), as approved by the Inmate Welfare Committee on April 2, 2020. The Inmate Welfare Fund is separate from the Department’s annual operating budget and, as such, expenditures related to this program are not included in the County budget. Penal Code Section 4025(e) gives the Sheriff, operating through the Inmate Welfare Fund Committee, discretion over how funds are expended from the Inmate Welfare Fund.
BACKGROUND INFORMATION
The Department is requesting authorization to purchase one Gemini spiral dough mixer to be used in Glen Helen Rehabilitation Center’s (GHRC) bakery to replace worn out and obsolete equipment. The new mixer will be used in bakery operations in support of the Culinary Regional Occupational Program (Program), in conjunction with the San Bernardino County Superintendent of Schools, and under the direct supervision of the Program’s instructor and Sheriff’s Cook. The Program is effective in training and preparing inmate students for a position in the culinary industry following their release.
PROCUREMENT
Procurement for the equipment listed in the Recommendation will be completed through a competitive process in accordance with the County’s procurement procedures. County Policy 11-04 requires that unbudgeted fixed assets with a unit value of $10,000 or more, be approved by the Board of Supervisors.
