RECOMMENDATION(S)

Recommendation

1.                     Find the Arrowhead Regional Medical Center Elevator Modernization Upgrades for Elevators 1 & 2 Project located in Colton, is exempt under the California Environmental Quality Act Guidelines, Section 15302, Class 2, subsections (b) and (c), Replacement or Reconstruction.

2.                     Approve the plans and specifications for the Arrowhead Regional Medical Center Elevator Modernization Upgrades for Elevators 1 & 2 Project, located at 400 N. Pepper Avenue in Colton. 

3.                     Authorize the Director of the Project and Facilities Management Department to advertise for competitive bids for the Arrowhead Regional Medical Center Elevator Modernization Upgrades for Elevators 1 & 2 Project located in Colton.

4.                     Direct the Clerk of the Board of Supervisors to file and post the Notice of Exemption of the Arrowhead Regional Medical Center Elevator Modernization Upgrades for Elevators 1 & 2 Project as required under the California Environmental Quality Act.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Arrowhead Regional Medical Center (ARMC) Elevator Modernization Upgrades for Elevators 1 & 2 Project (Project) (WBSE 10.10.1057) budget of $4,028,160 is funded from the ARMC Enterprise Fund as approved by the Board of Supervisors (Board) as part of the 2023-24 Capital Improvement Program budget.

 

BACKGROUND INFORMATION

The recommended actions will allow the Project and Facilities Management Department (PFMD) to solicit for competitive bids for the Project located in Colton. The Project will upgrade and modernize the existing Trauma and north staff elevators 1 & 2 in the Nurse Tower due to unreliability and consistent breakdowns. The scope of this Project includes replacing the elevator controllers, motors, and door hardware components; adding an infant security alarm system, elevator buttons, and elevator lobby way finding; and elevator cab finishes upgrade. 

 

Modernization will support reliability and ease of maintenance of these elevators, which is crucial to the ARMC campus operations. This Project will also provide the staff with reliable elevators to efficiently move patients, staff and material throughout the Nurse Tower operations and decrease the cost of maintenance of these elevators. This item meets the County and Chief Executive Officer goals and objectives of improving County government operations and operating in a fiscally-responsible and business-like manner, as the upgraded elevators will better support hospital operations, patient care, and result in a reduction of maintenance costs.

 

It is recommended the Board determine the Project be categorically exempt pursuant to California Environmental Quality Act (CEQA) Guidelines (Title 14, California Code of Regulations) Section 15302 Class 2, subsections (b) and (c), Replacement or Reconstruction, as described in the Notice of Exemption. Section 15302 provides categorical exemption for projects involving Class 2, Replacement or Reconstruction. All work involved in the Project is consistent with Class 2 exemptions and therefore will not have a significant environmental impact. No additional CEQA review is required at this time.

 

This Project is consistent with County Administrative Office approved Capital Improvement Program Project No. 21-056.

 

PROCUREMENT

Upon Board approval, PFMD will advertise for the competitive bids for the Project on Friday, December 22, 2023. A Mandatory Pre-Bid Meeting for prospective bidders is scheduled to be conducted on Tuesday, January 16, 2024, at 10:00 a.m. at the ARMC loading dock parking lot located at 400 N. Pepper Avenue, in Colton. The bid opening for the Project is scheduled for Thursday, February 22, 2024, at 10:00 a.m. at PFMD.

 

Once PFMD has identified the lowest responsible and responsive bidder, an item will be presented to the Board for approval to award a construction contract.

 

Pursuant to California Public Contract Code sections 22032 and 22039, the Board shall adopt plans and specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
