FINANCIAL IMPACT

Approval of the Measure “I” Five-Year Capital Project Needs Analysis (CPNA) project list will not result in the use of additional Discretionary General Funding (Net County Cost) or cost to the Department of Public Works (Department).  The CPNA project list (attached to the resolution as “Exhibit  A”) identifies County of San Bernardino (County) projects eligible for Public Share reimbursement under the San Bernardino County Transportation Authority’s (SBCTA) Valley Major Streets, Valley Freeway Interchange, and the Victor Valley Major Local Highways Programs, consistent with the SBCTA’s Nexus Study and the County’s Regional Transportation Development Mitigation Plan approved by the Board of Supervisors (Board) on December 5, 2006 (Item No. 57) and last updated on July 22, 2014 (Item No. 41). There is no financial impact to the County with the approval of this item.

 

BACKGROUND INFORMATION

Adoption of the resolution approves the annual update to the Measure “I” Five-Year CPNA project list for 2020-21 through 2024-25 (attached to the resolution as Exhibit “A”), which is comprised of projects in which the County is the lead agency for some or all phases, and are expected to receive reimbursement from SBCTA for its share of project costs during the period of 2020-21 through 2024-25. The Measure “I” Five-Year CPNA project list is required to be updated annually and submitted to the SBCTA to support its decisions to appropriate and allocate Measure “I” funds to local jurisdictions. Submission of the Measure “I” Five-Year CPNA project list to the SBCTA provides a means for the County to assure availability of its allocation of Measure “I” programs funds for County projects through 2024-25.

 

The Measure “I” 1990-2010, originally approved by County voters on November 7, 1989 (Measure “I” Ordinance No. 89-1), provided a one-half of one percent retail transactions and use tax (sales tax) to fund a 20-year road improvement program. On November 2, 2004, County voters approved the extension of Measure “I” for an additional 30 years (Measure “I” 2010-2040, Ordinance No. 04-01). Ordinance No. 04-01 authorizes the SBCTA to collect, administer, and disburse the sales tax revenues.

 

Revenues collected from the sales tax must be used for transportation purposes, and may include, but not limited to, administration, construction, maintenance, improvements, and operations of local streets, roads, and highways, state highways and freeways. These purposes include expenditures for planning, environmental, engineering, utility relocation, and related right-of-way acquisition.

 

The Measure “I” Five-Year CPNA project list for 2020-21 through 2024-25 updates the previous year’s CPNA project list by: a) including projects that are incorporated in both the SBCTA’s Nexus Study and the County’s Regional Transportation Development Mitigation Plan that are scheduled to be underway by 2024-25; b) updating project costs and allocations; and c) removing projects that are complete and fully reimbursed.  The current Measure “I” Five-Year CPNA project list updates are as follows:

 

Valley Major Streets Program:

                     San Bernardino Avenue Widening Project, from Cherry Avenue east to Fontana Avenue, Fontana area (Second District). The design phase is extended one year pending final determination of utility relocation concerns. Construction remains scheduled to commence in 2020-21. The current project cost estimate is $4,873,000.

                     Cherry Avenue Grade Separation Project, from Merrill Avenue to Whittram Avenue, Fontana area (Second District), is on hold.  Collection of developer fees in the County’s Development Mitigation Program - Fontana Sphere of Influence is not yet sufficient to proceed with the project. The project cost was previously estimated to be $11,000,000.

                     Slover Avenue Widening Project (Phase 2), from Tamarind Avenue to Alder Avenue, and from Linden Avenue to Cedar Avenue, Bloomington area (Fifth District), is complete and fully reimbursed. This project is removed from the CPNA project list. Total project cost is $10,319,000.

 

Valley Freeway Interchange Program:

                     Cedar Avenue at Interstate 10 Interchange Project, Bloomington area (Fifth District). Project costs increased by $32,051,000 (from $80,016,000 to $112,067,000) because of the need for a Supplemental Traffic Study, the environmental clearance document revalidation, design fact sheet exceptions (review and approval of non-standard features), and geometric approval drawings. These resulted in a project scope change and additional design and environmental work. The additional project tasks and application of a cost escalation factor for work occurring in future years increased the Cedar Avenue at Interstate 10 Interchange project cost by $32,051,000.

 

Victor Valley Major Local Highways Program:

                     Ranchero Road Widening Project, from 0.15 mile east of Mariposa Road to Seventh Avenue, Hesperia area (First District), there are no changes to the project Right-of-Way phase. Completion of the Right-of-Way phase is expected mid-2020, and construction is anticipated to be complete in late-2021. The City of Hesperia is the lead agency for the project with the exception of the Right-of-Way phase. The County and the City of Hesperia are responsible for the Right-of-Way activities within their respective jurisdictions. Total project costs is estimated to be $25,000,000.The current cost estimate for the County’s Right-of-Way activities is $2,500,000.

                     Green Tree Boulevard, from Hesperia Road east 1.1 miles to Yates Road, Victorville area (First District), new road extension project connecting the Town of Apple Valley and City of Victorville. County and the City of Victorville are responsible for Right-of-Way activities within their respective jurisdictions; The County completed its Right-of-Way acquisition in 2018-19; and the Department is in the process of requesting reimbursement from SBCTA. The City of Victorville anticipates to complete its Right-of-Way activities in December 2019. Construction is anticipated to commence in June 2020. The City of Victorville is the lead agency for the project. Total project cost is estimated to be $46,000,000. The current cost estimate for the County’s Right-of-Way activities is $50,000.

                     Rock Springs Road Bridge Replacement Project, at the Mojave River Bridge No. 54C-670, Apple Valley area (First District), is added to the Measure “I” Five-Year CPNA project list. The project design phase is expected to be complete in 2020-21 and construction to be complete in 2021-22. The current project cost estimate is $20,200,000.

 

The total cost of projects listed in the Measure “I” Five-Year CPNA project list for 2020-21 through 2024-25 is $150,672,292, and, of this amount, $89,715,844 is the SBCTA’s Public Share cost. SBCTA’s Public Share of cost is provided by Measure “I” funds set aside by SBCTA for the Valley Major Streets, Valley Freeway Interchange and Victor Valley Major Local Highways Programs. The federal Highway Bridge Program funds assigned to the County (Rock Springs Road Bridge Project) will fund $15,397,987 of the total. The remaining $45,558,461 is the Development Mitigation Program fair-share, which is anticipated to be funded by fees collected through the County’s Regional Development Mitigation Plan, as well as development impact fees collected by the cities of Rialto and Fontana (or a “loan” of local funds in anticipation of reimbursement from future collected regional fees). Pursuant to the SBCTA’s Nexus Study, the cities of Rialto and Fontana have a share of costs for the Cedar Avenue at Interstate 10 Interchange project.

 

This item updates the CPNA project list and authorizes the County to submit the CPNA project list to the SBCTA for consideration.
