Recommendation

Approve Amendment No. 2, effective February 11, 2020, to Contract No. 16-789 with Step Up on Second, Inc. to provide Full Service Partnership program services to chronically homeless individuals, updating standard contract language, exercising the final one-year option to extend the contract, and increasing the total contract amount by $7,155,253, from $8,736,116 to $15,891,369, for the total contract period of October 4, 2016 through June 30, 2021.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The increase for Full Service Partnership program services in the amount of $7,155,253 ($2,595,490 for 2019-20 and $4,559,763 for 2020-21) is funded by the Community Services and Support component of the Mental Health Services Act, Federal Financial Participation, and 2011 Realignment Funding. Adequate appropriation and revenue have been included in the Department of Behavioral Health’s (DBH) 2019-20 budget, and will be included in DBH’s 2020-21 recommended budget.

 

BACKGROUND INFORMATION

Step Up on Second, Inc. (Step Up) provides permanent supportive housing for homeless individuals throughout San Bernardino County funded by the United States Department of Housing and Urban Development. DBH has established a unique partnership with Step Up to provide Full Service Partnership (FSP) program services to chronically homeless individuals who suffer from mental illness and receive permanent supportive housing from Step Up throughout San Bernardino County. The FSP program services provided by Step Up promote adaptive functioning into the community, to maintain housing, and to prevent unnecessary re-admissions to acute psychiatric hospitals and re-incarceration. Amendment No. 2 to the contract with Step Up will allow DBH to provide FSP services to additional clients in need of these services.  DBH anticipates that Step Up will provide FSP program services annually to approximately 404 Transitional Age Youth (ages 18-25) and adults (age 26 or older), at an estimated cost of $11,287 per client.

 

The FSP program is a collaborative relationship between the FSP provider and clients, through which the contractor plans and provides the full spectrum of community services (mental and non-mental health services), so the client can achieve identified goals. The FSP program consists of crisis intervention/stabilization, family education, peer support, treatment programs that treat behavioral health conditions in an integrated fashion, and 24/7 access to an inter-disciplinary team of behavioral health professional staff and peer advocates.

 

Upon approval, Step Up will take over 243 clients from DBH Homeless Outreach and Support Teams and Housing and Employment Programs. Additionally, Step Up anticipates receiving an increase of 20 tenant-based housing vouchers from the Housing Authority of the County of San Bernardino, which in turn will raise their FSP program services caseload from 141 to 404. The recommended amendment to the contract with Step Up will exercise the final extension option and increase the contract amount in order to meet the growing needs of chronically homeless individuals who suffer from mental illness and receive permanent supportive housing.

 

PROCUREMENT

On October 4, 2016 (Item No. 10), the Board of Supervisors (Board) approved the non-competitive contract with Step Up to provide FSP program services, in the amount of $5,624,000, for the period of October 4, 2016 through June 30, 2019, with the option to extend two one-year periods. Step Up is the only known provider in San Bernardino County that has demonstrated this particular experience and specialty dealing with individuals who are both chronically homeless and suffering from mental illness.

 

On September 25, 2018 (Item No. 13), the Board approved Amendment No. 1 to the contract, increasing the total amount by $3,112,116, from $5,624,000 to $8,736,116, and extending the contract for the first one-year extension option through June 30, 2020.

 

DBH will continue to monitor contractor performance on a regular basis to ensure compliance standards are met.
