RECOMMENDATION(S)

Recommendation

Approve Mutual Assistance Agreement with the County of Los Angeles for the Department of Public Works to provide maintenance and repair of street facilities and related appurtenances, including snow removal and ice control within the vicinity of the unincorporated community of Mount Baldy, for approximately five years, commencing on the  date executed by both parties and ending March 31, 2030, in an amount not to exceed $90,000 per project, and not to exceed a total of $150,000 for each party per fiscal year.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The County of Los Angeles (LA County) will reimburse the Department of Public Works (Department) for all costs incurred in performing work associated with this contract. Sufficient appropriation and revenue are included in the Department’s 2024-25 Road Operations budget (6650002000 71H14973) and will be included in future recommended budgets. 

 

BACKGROUND INFORMATION

The recommended Mutual Assistance Agreement (Agreement) between LA County and the Department establishes a partnership for the maintenance and repair of street facilities and related infrastructure, including snow removal and ice control, within the vicinity of the unincorporated community of Mount Baldy.  Approval of this Agreement authorizes the Department to conduct emergency street and infrastructure repairs in areas of Mount Baldy located outside the County line, within LA County. LA County seeks to formalize this Agreement to ensure ongoing services are provided to the entire community. This collaboration supports the County’s goals by fostering partnerships with other agencies to enhance emergency preparedness and response.

 

Under the Agreement, the Department will perform maintenance and emergency repairs on streets, highways, appurtenant fencing, drainage culverts, and related facilities. Services will include snow removal, ice control, storm debris cleanup, striping, chip sealing, and paving. LA County will reimburse the Department for all work performed.

 

Los Angeles County has informed the Department that it is standard practice for the Los Angeles County Board of Supervisors not to sign agreements until all other parties have fully executed the document.  Therefore, this Agreement is being presented to the San Bernardino County Board of Supervisors (Board) for first approval, to then be provided for approval by the LA County Board.  If the LA County Board does not approve the Agreement, it will not take effect or be implemented.   If LA County requires any changes to the Agreement, the Department will return to the Board for approval.
