Recommendation
Approve Amendment No. 12 to Revenue Contract No. 14-110 with Live Nation Worldwide, Inc. to update hourly rates for the provision of supplemental law enforcement services on a fee-for-service basis for events held at various county locations, and to extend the term by one year, for a total term of March 1, 2014 through June 30, 2025.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Actual revenue received under this contract is contingent on the level of service provided. The new hourly service rates for 2024-25, reflected in Schedule A, recover both direct and indirect costs associated with providing service. The Sheriff/Coroner/Public Administrator’s (Department) 2024-25 budget includes sufficient appropriation and revenue for public gathering events.
BACKGROUND INFORMATION
The Department contracts with Live Nation Worldwide, Inc. (Live Nation) to provide supplemental law enforcement services for its events (i.e., concerts and electronic dance music festivals) held at the Glen Helen Regional Park Amphitheater. The services provided are performed and priced on an overtime basis and do not impact the Department’s regular patrol functions. The contract is amended annually to update the hourly service rates. The overtime rates per safety position include indirect overhead costs, which recover the cost of support staff providing services to Live Nation.
On February 25, 2014 (Item No. 52), the Board of Supervisors (Board) approved Revenue Contract No. 14-110 with Live Nation for the period of March 1, 2014 through June 30, 2017. Subsequently, the Board has approved amendments to the contract with the most recent being Amendment No. 11 on June 27, 2023 (Item No. 110), to adjust the hourly rates and extend the contract through June 30, 2024. The proposed contract amendment with the Live Nation amends the hourly rates, updates language to current standard terms, and extends the term from July 1, 2024 through June 30, 2025. The contract can be terminated by either party upon 90 days’ advance written notice. If the services are still required by Live Nation, the Department will bring a new contract to seek the Board’s approval in 2025-26.
